We, the undersigned, petition for the release of Scott Howard.
Scott Howard was 29 years old when he was arrested and is now 63 years old. He was convicted of First degree Murder, Arson, Theft, Endangering Safety, Fraudulent Insurance Claim and subsequently pleaded guilty on an unrelated case to Threats to Injure and False Imprisonment and was sentenced to Life plus 29 years 9 months.
In 2015 the parole board agreed that he was ready to be moved to a minimum security facility. He was not moved to that facility until 2016. In October 2016, he went in front of the parole commission again and was denied parole for the 11th time!
He is considered an “elderly” prisoner due to his age. In the state of Wisconsin there are over 1000 prisoners that are over the age of 55. They do not need to be incarcerated and it is a human rights violation of the first order to hold them. But more than that, their release would go a long way to solving the overcrowding problem and resources could be put into programs and treatment that the Wisconsin prison system lacks. The average annual cost per inmate in the state of Wisconsin is $37,994.
Under “old law” he became eligible for parole in 1997 and has gone in front of the parole board 11 times. One year he waived his right to go in front of the parole board. At each hearing he was denied for the same reasons of "Unreasonable risk to society" and "Have not served enough time for punishment". Both his co-defendants have been released. He has taken every program he can and met all requirements. His list of completed programs and course covers an entire 8 X 11 page.
This is a case, again, of deciding whether we believe that people change. Our answer is a resounding “YES”. No matter how heinous his crime was 30 years ago, in 1985, this man is no danger now and his family needs him back. We have backed him at every step of this long prison process and the heartbreak in our stories is palpable. Here is a bit of my grandma’s letter that she wrote for the petition page:
"We have always been a close, loving family and as his parents we have suffered great loss, deep painful loss and Scott's absence has been very difficult for us to accept and we miss him every day. We are at an age we need our son's help around our house. Both of us had heart surgery 2 years ago and have not been able to travel back to Wisconsin to visit him. We are 86 years of age and need more help in getting around. Scott has no one close enough to visit him, which is heart breaking for him to be so alone.
We raised his daughter who is 41 now, we have watched how the absence of her father has greatly affected her life. Her mother was not present in her life either. As a family unit we gave her a good family life. She was affected emotionally. She went through her share of problems; her son, Scott's grandson, has a dysfunctional mental problem and would benefit from his grandfather’s help."
I am his daughter and I am posting this petition because I love and believe in my dad. I have missed my dad every single day for the last 32 years. I am writing this to ask for your help to bring my dad home. I may be grown, but I am still that little girl that longs for her daddy. When I have a bad day, it is my dad’s words of encouragement and the strength of his arms that I yearn for. My grandparents, my dad’s parents, their health is declining daily. They haven’t seen their son in more than 5 years as they have been unable to travel. Please help to give them piece of mind in their remaining years by helping bring my dad home. Please sign my petition now to help me bring my dad home at his next parole hearing in 2017. Please ask your friends, family and neighbors to sign. The more signatures we get the more the parole board can see that my dad has a strong support system.
Besides the incredible heartbreak to so many, why are we wasting money keeping this man in prison when those funds are needed so desperately elsewhere. We do not agree with this incarceration and demand he be given his freedom as soon as possible.
