Change agreement to allow responsible owners to keep a dog in a flat with shared entrance

The Issue

We want to promote responsible pet ownership. Southampton City Council , have wardens who walk about the estates of southampton, and generally turn a blind eye to tenants with dogs, also leaseholders who have dogs. however there are times when it has been brought by vindictive or jealous lease holders or tenants it's reported to council. the only reason given for not being allowed to keep a dog, is because they have shared entrance. this is a discriminatory policy against responsible pet owners. the council allows people to keep a dog in flats which don't have a shared entrance. dogs are companions and members of people's family. Also this breaches the European convention on human rights, which allows the right to enjoy possessions, also the right to a private life, as pointed out by the council ombudsmen in Bristol council, and was unfair. please change the rules and allow dogs, kept by responsible owners and registered with council, microchipped, etc etc, as Edinburgh council has done as well.
