CONVENIO ENTRE AYAMONTE E ISLA CANELA SA (PRYCONSA) PARA MEJORAS EN ISLA CANELA 2025.  (Todavía estamos a la espera del convenio firmado y la información final).

El Ayuntamiento de Ayamonte e Isla Canela SA (Pryconsa) firmaron un Convenio el 4 de abril del 2025 orientado a la rehabilitación y mejora de diversas infraestructuras urbanas en Isla Canela. Este convenio contempla una inversión conjunta de €1M donde cada una de las partes contribuiría con 50%. Los trabajos deberían de estar finalizados para el 30/6/25.

Las principales actuaciones de mejora previstas son:

Alumbrado público: actualización con tecnología LED. 
Viales y acerados: fresado y asfaltado de calles, reparación de aceras y mobiliario urbano.
Playas: reposición de pasarelas accesibles, instalación de aseos y duchas, mejora del riego en jardines.
Parques: rehabilitación del Parque de Villa Gale, creación de nuevas areas de juegos en calle San Bruno

RESUMEN DEL IMPACTO DE ESTE CONVENIO EN LOS PUNTOS DE NUESTRA PETICIÓN:

Limpieza de todas las aceras y paseos: El Ayuntamiento terceriza toda la limpieza del municipio. Se han comprometido a aumentar la partida de limpieza en el presupuesto 2025 para permitirle a la empresa responsable contratar más personal. Este contrato también incluye la limpieza de la playa, barrida de algas etc, pero no incluye la limpieza de las dunas.

Rehabilitación de las pasarelas a la playa: Tienen un presupuesto de €19.000 de una subvención y el Ayuntamiento cuenta con un solo carpintero en su nomina. El Ayuntamiento está encargado de este trabajo.

Rehabilitación de parques y jardines.

• La bomba de presión y el tanque de agua, que abastecen a la zona estaban totalmente destrozados por falta de mantenimiento en los últimos 25 años. Pryconsa se ha comprometido a construir en la rotonda situada frente a sus oficinas un tanque de agua de cemento que ocupará la mitad de dicha rotonda. Habrá una presión entre 5 y 6 kilos y el tanque contendrá 140.000 litros de agua.  Esto resolvería el problema de presión de agua y riego de la zona.  
• Aspersores, debido a la Legionela, el Ayuntamiento ha debito tratar todos los aspersores de la isla. Nos informan que han cambiando o arreglado los aspersores y los programadores. Algunos vecinos reclaman difusores.
• Luminarias del Paseo: Pryconsa se encargó de pintarlas y cambiarlas a LED.
• Pryconsa se ocupara de los parques.  
  • Creará un parque infantil con pavimento de caucho en el Puerto Deportivo Marina Isla Canela.
  • Creará un parque infantil y un parque para la 3ra edad junto a la pasarela del Chiringuito La Sonrisa
  • Rehabilitará un parque infantil y un parque de calistenia donde estaban las pergolas junto al hotel Villa Gale

Reposición de las cubiertas de los asientos de hormigón del paseo marítimo: Pryconsa esta encargado de este trabajo. 

Rehabilitación y limpieza del area peatonal del puente entre Punta del Moral y la Barriada: Este puente es de titularidad estatal y no municipal.  El Ayuntamiento ha obtenido autorización para realizar trabajos de emergencia pero la autorización llegó hace un mes por lo que los trabajos no empezarán hasta pasada el verano ya que solo entonces se podrá interrumpir el trafico del puente. Piensan asfaltar la zona de coches y la peatonal, crear una bicisenda y vallar. Los trabajos duraran 60 dias.  La zona peatonal QUIZÁS se llegue a hacer antes del 30/06/25 pero la zona de coches solo se hará pasado el verano.

Aumento de un 50% de las tablas de acceso a la playa: Hay 21 pasillos a la playa en la zona. En vez de comprar tablas de madera, este año licitarán por unas flexipasarelas las cuales no sufren tanto el deterioro ni los robos. Estas completarían las tablas ya existentes de madera.  El Ayuntamiento lo pagará con una subvención de la Junta de Andalucía de €90.000.  

Limpieza de las dunas: el Ayuntamiento me indico en su momento que era responsabilidad de Costas. Costas contesto que “el mantenimiento de las playas y lugares públicos de baño, en las debidas condiciones de limpieza, higiene y salubridad, es de competencia municipal. Igualmente, corresponde al Ayto la vigilancia y conservación en buen estado de las obras de restauración del sistema dunar y accesibilidad a la playa…”. El Ayuntamiento insiste que simplemente no tiene el personal y que esto se hace con voluntarios.  Las escuelas de náutica tienen en sus contratos una cláusula en las que tienen que hacer 2 o 3 campañas medioambientales. Estaremos en contacto respecto de este punto. 

Asfaltado: tienen 2 años para la tarea y un presupuesto de €1.5M.  La empresa seleccionada es la que le hace las obras a la Junta de Andalucia. En el 2025 solo van a asfaltar las avenidas y calles más importantes de Ayamonte.  El resto lo harán en “los próximos planes de asfaltado”.  Específicamente en la Punta del Moral solo se asfalta la Av de la Mojarra. De sus 4 carriles solo se asfaltaron los dos carriles centrales. No van a poner ni pasos de cebra elevados ni radares a pesar de las muchas solicitudes de los vecinos.  Los coches aparcaran en batería lo que es una verdadera pena considerando que la Av de la Mojarra era sin duda la avenida mas bella de Ayamonte.

Centro deportivo: El Ayuntamiento originariamente dijo que lo sacaría a licitación. Dudo que lo hagan este año.

Peligro electricidad: El Ayuntamiento ha informado que ha cerrado todas las cajas de electricidad que antes estaban abiertas y expuestas a los elementos. 

OTROS PUNTOS DE INTERÉS

Terreno frente al chiringuito de Antonio I:  Este terreno es de dominio público y desde que Pryconsa nos vendió los pisos hace 25 años, siempre fue lo peor de la Punta Del Moral con diferencia. Terreno baldío, lleno de suciedad, con colonias de gatos, difícil de atravesar caminando o en bicicleta. Pryconsa se ofreció a rematar este trecho del paseo marítimo y comenzó con los trabajos previos pero la Consejeria de Medio Ambiente les advirtió que no se podia actuar en esa zona y pararon la obra. Es necesario que el Ayuntamiento gestione la concesión de los permisos correspondientes.  Así que seguimos con el terreno baldío, la suciedad y la colonia felina. Gran oportunidad perdida.

Parcela entre las urbanizaciones Las Dunas y Atlántico:  Aqui en el plano original cuando nos vendieron los pisos hace 25 años, iba un centro comercial. Claramente lo ultimo que quieren son mas locales vacíos.  Todo este tiempo estuvo abandonado y se usaba como parking improvisado. Ahora Pryconsa lo está rellenando, para nivélarlo, asfáltarlo y convertirlo en un parking en condiciones y DE PAGO.

AGREEMENT BETWEEN THE AYAMONTE HALL AND ISLA CANELA SA (PRYCONSA) FOR IMPROVEMENTS IN ISLA CANELA 2025.  (We are still waiting for the signed agreement and the final conditions).

The Ayamonte Town Hall and Isla Canela SA (Pryconsa) signed an agreement on 4th April 2025 for the rehabilitation and improvement of various urban infrastructures in Isla Canela. This agreement envisages a joint investment of €1M with each party contributing 50%. The work should be completed by 30/06/25.

The main improvements foreseen are:

• Street lighting: upgrading to LED technology.
• Roads and pavements: milling and asphalting of streets, repair of pavements and street furniture.
• Beaches: replacement of accessible walkways, installation of toilets and showers, improvement of irrigation in gardens.
• Parks: rehabilitation of Villa Gale Park, creation of new play areas in San Bruno Street

SUMMARY OF THE IMPACT OF THIS AGREEMENT ON THE POINTS OF OUR PETITION: 

Cleaning of all pavements and walkways: The Town Hall outsources all the cleaning of the municipality. They have committed to increase the cleaning amount in the 2025 budget to allow the contracted company to hire more staff. This contract also includes the cleaning of the beach, sweeping of seaweed etc, but does not include the cleaning of the dunes. 

Rehabilitation of the walkways to the beach: They have a budget of €19,000 from a grant and the Town Hall only has 1 carpenter in its payroll. The Town Hall is responsible for work.

Rehabilitation of parks and gardens: 

• The pressure pump and water tank, which supply the area, were totally destroyed due to lack of maintenance over the last 25 years. Pryconsa has undertaken to build a concrete water tank on the roundabout in front of its offices, which will occupy half of the roundabout. There will be a pressure of between 5 and 6 kilos and the tank will hold 140,000 litres of water. This would solve the water pressure and irrigation problem in the area.  
• Sprinklers, due to Legionella, the Town Hall has had to treat all the sprinklers on the island. We are informed that they have changed or fixed the sprinklers and the programmers. Some residents are calling for diffusers.
• Street lights: Pryconsa took care of painting and changing them to LED.
• Pryconsa will take care of the parks.  
  • It will create a children's playground with rubber paving in the Marina Isla Canela Marina.
  • It will create a playground and a park for the 3rd age next to the footbridge of the Chiringuito La Sonrisa
  • It will refurbish a playground and a calisthenics park where the pergolas were next to the Villa Gale hotel. 

Replacement of the covers of the concrete seats of the promenade: Pryconsa is in charge of this work. 

Rehabilitation and cleaning of the pedestrian area of the bridge between Punta del Moral and the Barriada: This bridge is state owned and not municipal.  The Town Hall has obtained authorisation to carry out emergency work, but the authorisation arrived a month ago, so the work will not start until after the summer, as only then can the traffic on the bridge be interrupted. They plan to asphalt the car and pedestrian areas, create a bicycle path and fence off the bridge. The work will last 60 days.  The pedestrian zone MIGHT be done before 30/06/25 but the car zone will only be done after the summer.

50% increase of the access boards to the beach: There are 21 walkways to the beach in the area. Instead of buying wooden boards, this year they will tender for flexipasarelas which do not suffer so much from deterioration and theft. These would complement the existing wooden planks. The Town Hall will pay for this with a grant from the Junta de Andalucía of €90,000.

Cleaning of the dunes: the Town Hall indicated to me at the time that it was the responsibility of the Coastal authority. The Coastal authority replied that "the maintenance of the beaches and public bathing places, in proper conditions of cleanliness, hygiene and health, is a municipal competence. Likewise, the Town Hall is responsible for the surveillance and conservation in good condition of the works of restoration of the dune system and accessibility to the beach...". The Town Hall insists that it simply does not have the personnel and that this is done with volunteers.  The nautical schools have a clause in their contracts in which they have to do 2 or 3 environmental campaigns per season. We will be in contact on this point.

Asphalting: they have 2 years for the task and a budget of €1.5M.  The company selected is the one that does the works for the Junta de Andalucia. In 2025 only the most important avenues and streets of Ayamonte will be asphalted.  The rest will be done in ‘the next asphalting plans’.  Specifically in Punta del Moral only the Av de la Mojarra will be asphalted. Of its 4 lanes only the two central lanes have been asphalted. No raised zebra crossings or radars will be installed despite many requests from the neighbours.  The cars will be parked parallel to each other which is a real pity considering that the Av de la Mojarra was without doubt the most beautiful avenue in Ayamonte.

Sports Centre: The Town Hall originally said they would put it out to tender. I doubt they will do so this year.

Electricity danger: The Town Hall has reported that it has closed all electricity boxes that were previously open and exposed to the elements.

OTHER POINTS OF INTEREST

Land in front of the Antonio I chiringuito: This land is in the public domain and since Pryconsa sold us the flats 25 years ago, it has always been by far the worst part of La Punta Del Moral. Waste ground, full of dirt, with colonies of cats, difficult to walk or cycle across. Pryconsa offered to finish off this stretch of the promenade and started work on it but the Coastal Authority warned them that they could not work in that area and stopped the work. It is necessary for the Town Hall to request the granting of the corresponding permits.  So we continue with the wasteland, the dirt and the cat colony. A huge missed opportunity.

Plot of land between the urbanisations Las Dunas and Atlántico: Here in the original plan when they sold us the flats 25 years ago, there was a shopping centre. Clearly the last thing they want is more empty premises. During all these years, it was abandoned and used as a makeshift car park. Now Pryconsa is filling it in, levelling it, asphalting it and turning it into a proper, PAYING car park.
