Dear Supporters - The number is now 4. Snohomish County just accepted another intense development on gridlocked Hwy 9. Eastview Village (formerly Cathcart West) is another DR Horton development on 144.8 acres and 1,301 units. It brings 15,000 new daily traffic trips, most of which will be on gridlocked Hwy 9. 

There is also something different about the last two. Both Eastview and Snohomish Garden applications were submitted in Oct 2022. This was shortly after SnoCo prepared a new ordinance at the behest of developers, exempting them from the State Environmental Policy Act(SEPA). So, if you can't meet the regulations, just buy yourself a council member and change the laws. 

That's precisely what SnoCo did. Rather than meet the RCW 43.21C.229: Infill development—Categorical exemptions from chapter. (wa.gov), regulations, SnoCo put together SCC 30.61.035(2)&(3) https://snohomish.county.codes/SCC/30.61.035 creating language not supported by RCW43.21C.229. So now all that's required is to pay Inter-local Agreement traffic mitigation fees. Nothing else, the environment, etc., matters – JUST BUY YOUR WAY OUT!!!. 

The Eastview Village and Snohomish Garden Town Home projects are enormous and not deserving of this exemption. They both clearly exceed the density and intensity of use called for in the goals and policies of Snohomish County's comprehensive plan in violation of RCW 43.21C.229(1a)(1b). Please note the following, which is a recording of the Hearing for this developer-supported Ordinance. 

  • Public Hearing - Sep 28, 2022 (granicus.com)- NOTE the public knew nothing about this. It was supported by Master Builders (Merle Ash, MBA member, Developer, and on Planning Commission), Mirante, a representative from DR Horton, and other developers who spoke in support.
