Respected Minister for HRD Smt. Smriti Zubin Iraniji,

I Kranthi Kumar Bandela through this petition would like to bring to your kind notice, about the draconian acts of Mr.T.Srinivasa Rao(Director NIT Warangal), in ruining careers of many students including mine, expecting you to deliver justice to me and other victims.

My parents felt very happy when I joined NIT Warangal in 2009 as a Civil Engineering Student in general quota with my AIEEE Rank 6454  (out of more than 10 lakh students appeared). But their happiness did'n't last for a long time, their dream that I will be a successful professional one day, earning a good living was completely shattered when Mr.T.Srinivasa Rao filed an FIR on me  on .06/02/2013 just two days before my birthday, making me shed my blood, gifting me 9 stitches on my face, for no mistake of mine.

I was a very active student at NIT Warangal, I always helped everyone who approached me, in some or the other way possible. I always stood against the wrong for good in the society, which I have learned from my parents, since my childhood.

My B.Tech final year turned out to be a very big nightmare in my life shattering my dreams. I didn't even feel so bad, when I met with a severe fire accident which left me with 40% second degree burns on my body during second year of my B.Tech.

I was an elected Student Council member from Civil Engineering Department, during my B.tech final year. During the first month of my tenure being a responsible student and a council member, I took a lot of corrupt activities going on in the campus to the notice of Mr.T.Srinivasa Rao, with a hope that he will do some good to the campus being an alumnus of the same institute, but he didn't respond, not even to a single problem, he always used to promise to do something on my face and leave the issues aside later.

Eventually he started avoiding me, I didn't realize initially but after one month I came to know from some sources that he is also a part of the corruption in the campus and was having a very big hand. Then I started protesting against his adamant attitude.

He used to have and is still having a corrupt partner in the non teaching staff community, who will be allocating tenders to all the contractors for various works at NIT Warangal demanding huge sums from the contractors, and the newspaper sources say that even Mr.T.Srinivasa Rao's wife is also involved in corruption granting tenders collecting tokens from a lot of contractors, without any transparent tendering process.  

I felt very bad and I questioned him about the issues which came into my notice, on his face directly, in one of the council meetings, which was arranged to raise problems of the students. Very important issues among them were such as 

1.) Degraded quality of food and food supplied under unhygenic conditions by the contractors in food courts.(sometimes students, including me found some hair and cockroaches in the food).

2.) Entry Of Mr.Sai Prasad who was the chief warden then, into ladies hostel after 11.00pm on the name of checking, without even being accompanied by a single female representative. (when no law in the country will allow a male officer to arrest a women, who gave the right to this person to check the hostels where girls stay, and that too during the late night).

3.) Why did the administration install CCTV cameras in the most restrictable places of ladies hostel, such as entry and exit of ladies hostel washrooms.(newspaper evidence is available)

4.) Why are you authorising police to enter campus, thereby creating inconvenience to the general activities of the students.

I felt questioning him to be a very big mistake committed in my life, I was their target from then onwards. There were some issues which came into my notice, where I was compelled to keep quite, one among them was

Once a female student approached me for some help, when I was coming out of administration block, I thought it may be some normal issue related to scholarship or some administrative work, as I was little bit busy I told her that I will talk to her later.

After a long time One day when I was going alone she came to me and started crying.I asked her what is the matter and why is she crying then she said like this "Annaya my friends said that you are a very good and a straight forward person, Initially I hesitated to talk to you but after enquiring about you from various sources and after noticing you for a long time, I felt you to be a trust worthy person." I asked her "what happened?"  She said with huge pain "I have been forcefully exploited sexually from one of the persons who is very close to the Director, and he is threatening me daily, I felt very bad and thought of committing suicide, as I am unable to face his harassment daily. I don't know whether I am right or wrong in approaching you as my last option for help."

Firstly I was shocked to hear that, and I was totally speechless, and I told her to be brave and not to take any wrong step, and I promised her to solve her problem, and it took a very long time for me to console her and convince her to change her thought of committing suicide.

Later on, immediately I went and questioned Mr.Srinivasa Rao about this, he took the side of his colleague, and started scolding me, saying to mind my own business and stop putting allegations on his colleague, and he asked me for evidence, and told that he will take action only when the girl complaints.

Again the same old Indian story happened in this case too, the girl was threatened this time in a bit different way by the person who exploited her and the girl being scared about her and her parents' reputation refused to come out. And made me to promise not to let this matter out to anyone and said "Annayya I will commit suicide if this matter comes out."

The good part is that person stopped exploiting her after I questioned him. In one case that girl was saved. But I was confused and remained blank, and helpless later.

Now they started feeling unsecured with my straight forwardness, once Mr.Srinivasa Rao's corrupt Partner caught hold of me and threatened to kill me, and tried to attack me.

Then onwards I started filing RTIs where they denied me giving acknowledgements, as a result no replies were received. Then I came to know they are only replying to the RTIs filed by the alumni in their chain making them as their safety shield, paying some token in their corruption part, and promoting NIT Warangal to be a transparent institute through them, which is not true.

There were certain instances where they tried to put some drugs in my room and tried to book me in some criminal cases.

Finally I shared certain things with my fellow students' council members, some of them were helpless but one among them who was the first person among all the council members directly said to me, "I got a new bike and handsome of money, and If you keep quite and join along with us, you will get 5 lakhs cash, what do you say?" I was astonished hearing that.  

Later during the same year, a very big incident was telecasted in the media defaming NIT Warangal, where a Birthday celebration of a first year student with his fellow first year students, giving him birthday bumps which was recorded by them through their mobiles while having fun, later after a very long gap it was telecasted in media as a ragging issue  between first year juniors and other senior students, which was totally wrong. Here nobody knows when the issue took place and there was no complaint recorded as ragging, it was totally an event which occurred nearly 6 months back from then only among the first year students. 

Later on I was shocked to hear the fact that the video was taken from the first year students threatening them by Mr.Srinivasa Rao's  corrupt partner in the non teaching staff and it was forwarded to a media channel which first telecasted it. Their intention behind this act was to create a false image on students there by showing students as some uncultured people and Mr.Srinivas Rao and his Partner projected themselves as the people striving for the good of the students and has shown entire student community to be bad.

This way they broke the society's trust on the students. Later on, no single individual has shown any interest in listening to the students problems, as they have colored students as culture less people.

I didn't keep quite, after I came to know about the fact behind the screen, I have received calls from alumni and I promised them that I will fight a legal battle taking the issue to Honorable Human Rights Commission, but the First person of the students'council who got some hand some amount in his pocket instead of forwarding the complaint which I have forwarded to him, has thrown it aside there by fooling the entire alumni and the students.

I was shocked and saddened hearing that and I felt that I should leave everything being helpless and started staying away from everything, and everyone.

I being completely busy with my project staying in the material testing laboratory for more time, even after my work gets over, helping my other friends in some other works they have in the lab, and stayed away from everything.

I felt very bad and was totally angry with the things going on in the campus and being helpless,I started staying at my home in Hyderabad for a considerably long period when ever I get a chance. 

On 31/ Dec/2012 night when some students are dancing and enjoying the new year eve in the hostel suddenly there was some fire put on by some anonymous person, outside the hostel and fire engine arrived, along with the police, one among the students who may be the representative of Director has thrown the cylinder on the police there by instigating them to Lathi charge against the students who were in no way related and concerned with the issue, the motive behind this attack by the police was to book the people who question and suppress the voice of the students. This incident was purely abuse of power.

Finally this again made me to protest against their attitude then they along with the first person of the students council blamed me to be behind this issue were I was no where present.

Later on after these couple of issues took place I was called to the Kazipet Police station, by the then station house officer and I was threatened, as I protested against their entry into the campus.

Later on, when the academic year was about to get over they finally planned to suppress the voice of students completely, by showing my case as an example, for the upcoming generations, they with the help of the first person of students council planned a conspiracy and, we the other students' council members without knowing about the conspiracy, went to protest I stood aside quietly, later on some students' council members compelled me to speak on the dais to control the students, when there was a discussion going on in the Directors chamber with the first person of the students council and the other members, I received a call from one of my friends in students' council to come upstairs to the Directors chamber, while I was trying to enter Directors Chamber being a students' council member who need to be present there in the meeting, the security guards suddenly closed the doors on my face and due to the huge push of the students who gathered behind me glass door of the administration building broke and pierced into my face, and I got 9 stitches on my face.

Next minute Director filed an FIR on me and one other student, stating that I have harmed two security guards which was not true and flew to Nagpur maintaining his adamant nature.  

I was severely hurt and hospitalized.( Evidence Available) Next day due to the huge protest of the students they promised provisionally to withdraw the cases to stop the protest. Later on they didn't withdraw the case.

When my father approached and requested to withdraw the case he challenged my father that he will see my end behind the bars and said that he will give me a not satisfactory conduct certificate, these are the circumstances which made me to move to Human Rights Commission. 

After moving to Human Rights Commission I got my conduct certificate, through which I got an admission in University Of Delhi, as a law student.

 When the Honorable Human Rights commission ordered to file an investigation report on the issue Police didn't  file any report receiving tokens from NIT Warangal Director. Later on , due to the severe compulsion of the commission police filed a copy paste report without any investigation properly done.

Because of Mr.T.Srinivas Rao I lost very good placement opportunities, which were denied to me on the police verification ground, and wrong feedback given to the companies by them.

Now they have successfully achieved  their target taking entire students' council into their control, and they are doing even more dreadful and corrupt acts using the students' council itself ,thereby changing the Institute of national importance, to a third grade university. 

There was an instance where the Mr.Ella.Krishna Mohan Chairman, NIT Warangal has resigned mentioning the complaints he received about corruption, sexual harassment, and atrocities going on in the campus being helpless.

The case is still pending in the warangal district court without being tried since past 3 years, initially due to the negligence of the police who didn't file charge sheet being bribed by NIT Warangal Director. 

I missed many foreign internship opportunities because of this pending case since past three years. Justice delayed is justice denied. In the series of incidents and the issues published in newspaper I request you to order a CBI enquiry on NIT Warangal Director and his Partner in non teaching staff.

I kindly request you to deliver me justice and save my career, and the careers of other students too from these corrupts  who ruined very good opportunities till now in my life.
