Police Scotlands Policy on Unexplained Deaths. Rhys Bonner - Every Family Deserves Answers

The Issue

Rhys Bonners half naked teenage body was discovered in open land in August 2019 after he went missing two weeks earlier.  

His mother Stephanie Bonner has been left completely devastated and often paralysed by grief, Rhys was her first born son, Rhys was and always will be her baby. 

Rhys's death has been the subject of significant media coverage and has been surrounded by controversy, speculation, theories and serious allegations. 

The truth is that its unlikely that we will ever find out exactly what happened to Rhys as his death been categorised as "unexplained" by Police Scotland. 

Unexplained deaths are far too common in Scotland and whilst we accept that in some cases the medical conclusion cannot be determined, we would ask you to sign this petition to request Police Scotland to improve it's policy when a body is initially discovered. This is a vital window of time when decisions are made and evidence can be secured or lost forever.

We request that Police Scotland makes it policy for a public appeal for witnesses to be issued when a body is discovered at a scene if they cannot make an initial determination of the cause of death within a reasonable margin of probability. 

In Rhys's case, he was a healthy teenager, he was found half naked, items of his clothing were scattered and were missing, his baseball cap was discovered at a different location of interest - yet no appeal for witnesses was made on an official Police Scotland media site after his body was discovered.  No door to door enquiries were conducted either but Police Scotland have recently apologised for this failure.

We also request a review of the current Police Scotland policy in terms of dealing with the families involved with unexplained death cases. 

As an unexplained death cases is not considered as a crime - the same level of resources are not invested to support the victims families, nor is victim support involved. 

So better communication is needed between the Police and the victims families, families which are often paralysed by grief. 

To conclude, we ask you to sign this petition to prevent other families from going through the unnecessary pain and anguish that Stephanie Bonner and her family have experienced.
