Minister SJB must review the unwanted impacts of Bill 96 on Higher Education

The Issue

Bill 96, in its present form:

  • Limits the individual choices of young francophone Quebecers who want to take advantage of their college studies to improve their knowledge of a second language by capping (in %) enrollment in English-language programs offered at CEGEPs and private colleges.
  • Imposes a standard French test on all DEC candidates - regardless of whether they have studied in French or in English. This will therefore apply in particular to international students (eg. from China or India) for whom French is already a third language.

  • Threatens the sustainability of several private colleges in Quebec that operate on a non-profit basis and could see their clientele drop by 60%! An economic bomb of nearly $1 billion by 2030, causing the disappearance of hundreds of college teaching positions (at least 200).

Therefore, we’re asking:

A) To leave the choice of language of instruction to the students;

B) To recognize that CEGEPs are not the cause of anglicization in Quebec;

C) To establish a project on the question of the Standard French Test with the Ministry of Higher Education and to properly analyze the impact on the appeal of Quebec for international students;

D) To exclude subsidized private colleges from the application of the articles of the bill relating to workforce management.
