The Issue

We, the Filipino youth, are taking back our future now.

We will shape our own lives, and we refuse to let our health and well-being be compromised by the tobacco industry and their desire to create a new generation addicted to traditional cigarettes, electronic cigarettes/vapes, nicotine pouches, and other nicotine-based products. We will not be deceived and manipulated, nor will we be a casualty in a public health crisis that is not of our making.  

The time for silent acceptance is over. This is our collective voice and our commitment. This is our manifesto.

We have seen the alarming rise of a new generation hooked on traditional cigarettes, electronic cigarettes/vapes, and other nicotine-based products, with 1 in 7 Filipino youth having tried e-cigarettes/vapes at least once in their lives. We demand accountability from those who profit from our suffering and courage from those who govern our nation to make us, the young people of this country, your priority.  

We demand immediate and decisive action on the following key policies and tobacco control areas, as guided by the World Health Organization’s Framework Convention on Tobacco Control - the first global public health treaty to address the global tobacco epidemic and its serious public health consequences:

  • Raise the Restricted Age. We demand an increase in the restriction age for all nicotine-based products—including electronic cigarettes/vapes, heated tobacco products, and nicotine pouches—to 21 years old. Our young minds and bodies should not be exposed to these products during the peak of their development, and we have the right to grow up free from nicotine dependence.
  • Eliminate Flavors. We demand the immediate elimination of all flavors in electronic cigarettes/vapes, heated tobacco products (HTPs), nicotine pouches, and other nicotine-based products. We consider these flavors as a deceptive tactic, designed to appeal to our generation and mask the potential health risks of using the abovementioned products.
  • Terminate Packaging Designs. We demand the immediate termination of all packaging designs, especially in electronic cigarettes/vapes and heated tobacco products (HTPs).  Product packaging and device designs that are often bright, colorful, and sleek make the products look modern, fun, and less like a traditional cigarette, which makes them even more appealing to our fellow young people, encouraging their further consumption.
  • Strengthen Distribution Laws.  We demand stronger regulations on the distribution of nicotine products to ensure they are not accessible to young people, especially minors, through modern yet deceptive channels like social media, e-commerce, or online stores. We also would like to demand stronger enforcement of existing distribution regulations in malls, convenience stores, vape shops, and sari-sari stores, among others. Retailers and distributors proven to sell to minors should be penalized accordingly. We believe that the law must prioritize and protect us, instead of furthering the profits of the tobacco industry.
  • Enforce Advertising Bans. We demand a comprehensive ban on all forms of advertising (including programmatic media placements), sales promotions, influencer collaboration and partnerships (including subtle product placements), and event sponsorships for all nicotine-based products—including electronic cigarettes/vapes, heated tobacco products, and nicotine pouches. We also want to appeal the banning of brand-agnostic, “educational” social media pages created by tobacco brands that aim to promote the smoke-free products as healthier alternatives. Further, for tobacco and vape brands proven to violate the marketing and advertising restrictions, especially towards minors, heavier fines should be imposed. Our social media feeds and public spaces should not be platforms for industry influence.
  • Increase Taxation.  We demand that all nicotine-based products—including electronic cigarettes/vapes, heated tobacco products, and nicotine pouches—be made even more expensive through increased taxes. Economic barriers can and will serve as a powerful deterrent to youth consumption, and public health should always be a priority over profit.

We are the Filipino youth. We are the TobaccOFF NOW! movement. We are your next generation of leaders, creators, advocates, volunteers, students, and community drivers. We are a force for change, and we will not stop until our call is met and we ensure a generation free from nicotine addiction, a country free from tobacco industry interference, and a future where every youth breathes freely and lives a healthier life.

We strongly demand the Big Tobacco #TobaccOFFNow from our lives, from our communities. We are taking back our future, and we call on all young Filipinos to join us in this journey.
