The Issue
To: The Gresham City Council, Mayor of Gresham, Oregon Department of Veterans' Affairs, and relevant agencies
We, the undersigned residents of Gresham, Oregon, urgently request the enactment of a local ordinance to address the growing problem of excessively loud vehicles in our community.
Background:
Our community is experiencing a significant increase in noise pollution caused by loud cars and motorcycles, both intentional and due to vandalism. This constant noise is not just a nuisance; it is causing real harm to our residents, particularly those with PTSD, seizure disorders, and other health conditions. The noise triggers anxiety, disrupts sleep, and creates an environment of fear and distress.
Specific Concerns:
- Vulnerable Populations: Veterans with PTSD, individuals with sensory sensitivities, children, and the elderly are disproportionately affected by loud noise. It exacerbates existing health issues and diminishes their quality of life.
- Public Safety: Loud vehicles can mask the sounds of approaching emergency vehicles, create distractions for drivers and pedestrians, and contribute to an overall sense of insecurity in our community.
- Property Values: Excessive noise can lower property values and deter potential buyers or renters from investing in our neighborhoods.
Proposed Solutions:
We urge the City Council to adopt a comprehensive ordinance that:
- Sets clear and enforceable limits on vehicle noise levels: Protects community well-being by establishing strict noise limits for vehicles. Maximum permissible noise levels will vary depending on vehicle type and time, with a focus on preventing excessive noise exceeding 80-90 dBA for short durations or 60-70 dBA for sustained periods.
- Restricts the use of modified exhaust systems: Prohibits the use of excessively loud exhaust systems, including those that are deliberately modified to amplify noise.
- Increases enforcement: Allocates resources for targeted enforcement of noise ordinances, including regular patrols and the use of sound level meters.
- Educates the public: Launches a public awareness campaign about the negative impacts of loud vehicles and the importance of adhering to noise regulations.

We call upon our elected officials, the VA, and relevant agencies to prioritize the well-being and safety of our community by enacting and enforcing a strong local ordinance to prevent loud cars.
