*Sub: Inclusion of English Language in 8th Schedule of the Constitution-reg.*
                    -------
        We know that our country, India was ruled by the British (English Rulers) for a long period, more than hundred years. India as a country was united and integrated during that period. That's why English has become one of the Indian languages. English is being used/continued as official communicative and link language, though it is mentioned in Article 343(2) of Constitution to be used for a period of only fifteen years.

2011 Censes data shows that English remains as a largest (more than 10% people) spoken language after Hindi. The importance of English has been growing in School Education as well as Higher education. The usage of the English Language has been increasing because of privatization and globalization and the opportunities thrown up by these for employment and entrepreneurship. In view of the said reasons, Center for Educational Studies and Service (CESS) feels that to include the English language in the 8th Schedule of the Constittution.
The 3 Language Formula notified in Para 4.13 and Para 4.17 of the National Education Policy 2020, there is no clarity to select English as one of the three languages as it is not in the 8th schedule of the Constitution. As such parents cannot choose English as one of the three languages for their children. This is not proper because a considarable number of parents are opting for English as the medium of instruction for their wards in 
schools and colleges. 
      In view of the above reasons and the significance of the point in the field of education, employment, higher studies and global entrepreneurship our people can have, the Center for Educational Studies and Service (CESS) makes a strong appeal to the Central Government to consider the inclusion of English language in the 8th Schedule of the Constitution.
