Dear Prime Minister / माननीय प्रधान मंत्री, श्री नरेंद्र मोदीजी,

The global COVID-19 pandemic has created unparalleled agony and stress for all. The uncertainties regarding health and livelihood are cause of immense stress, especially for our outgoing students. At such times, educational institutions should be concerned about the physical and mental well-being of their members and not force them towards iniquitous, shortsighted and cruel experiments like the Online Open Book Exam proposed by Delhi University.

वैश्विक COVID-19 महामारी के कारण आज देश अभूतपूर्व पीड़ा और तनाव से गुजर रहा है। स्वास्थ्य और आजीविका के बारे में अनिश्चितताएं बनी हुई है, खासकर हमारे अंतिम वर्ष के छात्रों के लिए यह बहुत ही तनाव का कारण है। ऐसे समय में, शैक्षिक संस्थानों को अपने सदस्यों की शारीरिक और मानसिक भलाई के बारे में चिंतित होना चाहिए न कि उन्हें मजबूर करना चाहिए जैसा दिल्ली विश्वविद्यालय अपने प्रस्तावित भेदभावपूर्ण, अदूरदर्शी एवं अमानवीय ऑनलाइन ओपन बुक परीक्षा के जरिए कर रही है।

Reasons for our opposition / हमारे विरोध के कारण

We, the teachers, students and parents of Delhi University, seek your intervention on this form of examinations that the University administration has unilaterally imposed on us, in complete disregard of the issues and problems raised by stakeholders. It is unfortunate that the proposal, in complete violation of the rules and regulations, was not even discussed in statutory bodies, where the feedback could have been deliberated upon and workable solutions adopted.

हम, दिल्ली विश्वविद्यालय के शिक्षक, छात्र और अभिभावक, परीक्षा के इस प्रारूप के संदर्भ में आपके हस्तक्षेप की माँग करते हैं जिसे विश्वविद्यालय प्रशासन हमारे ऊपर एकतरफा तौर पर थोपने का काम कर रही है और वह हम हितधारकों द्वारा उठाए गए मुद्दों और समस्याओं की पूरी तरह से अवहेलना कर रही है। यह दुर्भाग्यपूर्ण है कि इस मामले पर वैधानिक निकायों में भी चर्चा नहीं की गई, जहां लोगों से राय लेकर उसपर चर्चा की जा सकती थी और व्यवहारिक समाधान निकाला जा सकता था।

Further, even during the lock-down period, no institutional platform or structured consistent help was provided to all admitted students and teachers to enable online teaching-learning. The sporadic nature of this engagement cannot be taken to be a substitute for face-to-face teaching and it is unfair to examine students on the basis of this uneven learning. 

यहाँ तक कि लॉकडाउन अवधि के दौरान भी सभी छात्रों एवं शिक्षकों को ऑनलाइन टीचिंग-लर्निंग की सार्वभौमिक प्रणाली का प्रशिक्षण देने के लिए किसी भी तरह के संस्थागत मंच या संरचना उपलब्ध नहीं करवाई गई। भेदभावपूर्ण प्रशिक्षण की वजह से छात्रों का मूल्यांकन नहीं किया जा सकता।

The DUTA had recently conducted a Survey cum Referendum among students and more than 51,000 responses were garnered in less than 48 hours, out of which an overwhelming 85% of the students were against the Open Book Exams. Teachers have also shared their experiences through Staff Association Resolutions, representations and articles. Institutions have failed to digitally contact all students even for Internal Assessment work. Some of the most important reasons as to why the University should not go ahead with this idea are outlined below: 

DUTA ने हाल ही में छात्रों के बीच एक सर्वेक्षण सह रायसुमारी आयोजित किया था और 48 घंटों से भी कम समय में 51,000 से अधिक प्रतिक्रिया प्राप्त हो गई, जिसमें से 85% छात्र ओपन बुक एक्जाम के खिलाफ थे। शिक्षकों और छात्रों ने भी कई अभ्यावेदन और लेखों के माध्यम से अपने अनुभव साझा किए हैं।  यह हमारा अनुभव है कि आंतरिक मूल्यांकन कार्य के लिए भी, संस्थान सभी छात्रों को डिजिटल रूप से संपर्क करने में विफल रहे हैं।  हम आपके लिए कुछ सबसे महत्वपूर्ण कारण प्रस्तुत करते हैं कि विश्वविद्यालय को इस विचार के साथ आगे क्यों नहीं बढ़ना चाहिए।

1.        The Open Book Exam discriminates against those without access to books, notes and online resources. Only a small percentage of students have been able to access the online teaching / e-resources made available during the lock-down period. Most students don’t have stable internet access, especially in remote areas. Most use inexpensive smartphones and studying on these not only limits comprehension but is stressful. These are also not adequate for effective scanning – a necessity for these proposed exams – or for reading mathematical question papers.

ओपन बुक परीक्षा किताबों, नोट्स और ऑनलाइन संसाधनों तक पहुंच के बिना भेदभाव करती है।  लॉक-डाउन अवधि के दौरान उपलब्ध कराए गए ऑनलाइन शिक्षण / ई-संसाधनों का उपयोग करने में केवल कुछ प्रतिशत छात्र ही सक्षम हो पाए हैं।  अधिकांश छात्रों के पास सक्षम इंटरनेट की सुविधा नहीं है, विशेष कर जो दूरदराज इलाके में हैं वहाँ स्थिर इंटरनेट का उपयोग संभव नहीं है।  ज्यादातर सस्ते स्मार्टफोन का उपयोग करते हैं और इन पर अध्ययन न केवल समझ को सीमित करता है, बल्कि तनावपूर्ण भी है।  ये प्रभावी स्कैनिंग के लिए भी पर्याप्त नहीं है जो इन प्रस्तावित परीक्षाओं के लिए एक आवश्यक है। ये फोन गणितीय प्रश्न पत्र पढ़ने के लिए भी पर्याप्त नहीं।

2.        Nearly 50% of the students are not from Delhi and had gone home for the mid-semester break, which included Holi. They were caught unprepared by the sudden lock-down, do not have access to books, class notes or e-resources and cannot arrange for them. Students have also reported inability to concentrate on their studies, either because of the environment at home or because of anxieties caused by livelihood or health issues. Such an environment would not be conducive for writing exams.

लगभग 50% छात्र दिल्ली से नहीं हैं और मिड सेमेस्टर ब्रेक के लिए घर गए थे, जिसमें होली भी शामिल थी। अचानक लॉक-डाउन होने के कारण वे फँस गए। किताबों, क्लास नोट्स या ई-संसाधनों तक उनकी पहुंच नहीं है और वे इसकी व्यवस्था भी नहीं कर सकते।  छात्रों ने अपनी पढ़ाई पर ध्यान केंद्रित करने में असमर्थता भी बताई है, या तो घर में वातावरण के कारण या आजीविका या स्वास्थ्य संबंधी मुद्दों के कारण होने वाली चिंताओं के कारण।  इस तरह का माहौल परीक्षा देने के लिए अनुकूल नहीं होगा।

3.        There are students in containment zones or even in quarantine and the number of affected students is increasing since the partial easing of the lock-down. It will be cruel to expect them to write an exam at this time.

कंटेंनमेन्ट ज़ोन या यहाँ तक कि संगरोध में भी छात्र हैं और लॉक-डाउन के आंशिक ढील के बाद से प्रभावित छात्रों की संख्या बढ़ रही है।  इस समय उनसे एक परीक्षा लिखने की अपेक्षा करना अमानवीय होगा।

4.        The special needs of many students, especially the differently-abled ones, have been completely disregarded. The University has failed to recognize issues of mobility and access to resources for the student-self, including scribes to write such an examination. The proposed framework fails to ensure entitlements of these students.

कई छात्रों की विशेष आवश्यकताएं, विशेष रूप से दिव्यांगों के लिए - पूरी तरह से अवहेलना की गई है।  विश्वविद्यालय प्रशासन इस तरह के विशिष्ट छात्रों की गतिशीलता और उनका संसाधनों तक पहुंच पाने एवं कैसे वे इस तरह की परीक्षा लिख सकेंगे इन जैसे मुद्दों को पहचानने में पूरी तरह से विफल रहा है।  प्रस्तावित परीक्षा का ढांचा ऐसे छात्रों की पात्रता को सुनिश्चित करने में पूरी तरह से विफल है।

5.        Most importantly, the sanctity and credibility of the examination process is completely compromised because there is no way to prevent malpractice or dishonest means, either through cross communication among students, communication with others or even paid services. That a University of the stature of Delhi University should not be concerned about encouraging malpractice and penalizing honest students is unfortunate.

सबसे महत्वपूर्ण बात यह है कि परीक्षा के इस प्रारूप में परीक्षा प्रक्रिया की पवित्रता और विश्वसनीयता के साथ पूरी तरह से समझौता है, क्योंकि कदाचार या बेईमान साधनों को रोकने का इसमें कोई तरीका नहीं है। या तो छात्रों के बीच क्रॉस कम्युनिकेशन के माध्यम से, दूसरों के साथ संचार या यहां तक ​​कि पैसा देकर परीक्षा में कदाचार को अपनाया जा सकता है। क्या दिल्ली विश्वविद्यालय जैसे प्रतिष्ठित विश्वविद्यालय को कदाचार को प्रोत्साहित करने और ईमानदार छात्रों को दंडित करने जैसे दुर्भाग्यपूर्ण के बारे में चिंतित नहीं होना चाहिए ? अगर ऐसा नहीं है तो यह दुर्भाग्यपूर्ण है।

Credible alternatives exist / विश्वसनीय विकल्प मौजूद हैं

With several lakh students in the terminal semesters of their degree programmes, Delhi University should not move ahead with an academically undesirable, discriminatory and dishonest examination system. It should explore alternatives as suggested by various departments, such as Sociology, History or Economics. Grades for this semester can be based on performance in previous semesters along with the possibility of improving these through pen-paper examinations at a later time. This has been suggested by the UGC too for 1st and 2nd year students and is being followed in other universities in India and abroad.

अपने डिग्री कार्यक्रमों के टर्मिनल सेमेस्टर में कई लाख छात्रों के साथ, दिल्ली विश्वविद्यालय को अकादमिक रूप से अवांछनीय, भेदभावपूर्ण और बेईमान परीक्षा प्रणाली के साथ आगे नहीं बढ़ना चाहिए।  इसे समाजशास्त्र, इतिहास या अर्थशास्त्र जैसे विभिन्न विभागों द्वारा सुझाए गए विकल्पों पर विचार करना चाहिए।  इस सेमेस्टर के लिए ग्रेड - पिछले सेमेस्टर में प्रदर्शन के साथ-साथ बाद में पेन-पेपर परीक्षाओं के माध्यम से इन में सुधार की संभावना पर आधारित हो सकते हैं।  यह यूजीसी द्वारा पहले और दूसरे वर्ष के छात्रों के लिए भी सुझाया गया है और भारत एवं विदेशों के अन्य विश्वविद्यालयों में इसका अनुसरण किया जा रहा है।

In the light of the above, the Open Book Exam should be immediately withdrawn.  We seek your positive immediate intervention to safeguard the interests of our students and to maintain the sanctity of the examination process. 

जैसा कि ऊपर कहा गया, उसके आलोक में, ओपन बुक परीक्षा को तुरंत वापस लिया जाना चाहिए।  हम अपने छात्रों के हितों की रक्षा और परीक्षा प्रक्रिया की पवित्रता को बनाए रखने के लिए आपके सकारात्मक एवं तात्कालिक हस्तक्षेप की उम्मीद करते हैं।
