Subject : ESTABLISHMENT OF ARDH SAINIK KALYAN BOARD & CGHS DISPENSARY IN LEH LADAKH UT.
Most respectfully the Lt Governor sir,
We from the Confederation of Ex Paramilitary Forces welfare Associations, New Delhi (Viz.CRPF, BSF, ITBP, SSB, CISF & Assam Rifles) having 20 Lakh members (12 Lakh Serving + 8 Lakh retirees) raising their genuine issues from time to time with the Central Govt and State Government. It is
pertinent to point out with pain that the Ladakh Union Territory has not established Ardh Sainik Kalyan Board so far as per MHA, Govt. of India Office Memorandum No. 27011/100/2012-R&W dated 23.11.2012 (Copy enclosed) although more than 8 years have been passed. As per the MHA Office Memorandum CAPF retired personnel are treated as “ Ex CAPF Personnel “ & requested to all State/UT Govt to extend suitable benefits to them on the lines of Ex Servicemen status of Defence Force.The details of Paramilitary/CAPF and their functions are tabulated below :-
CRPF : This was established by the British before Independence under the Indian Armed Forces Act and Rules.This has been deployed in almost all States for Law and Order duties including Jammu & Kashmir, Chhattisgarh, Jharkhand,West Bengal to fight against Naxalites and other interior terrorist organizations. Jawans are also being deployed during the natural calamities, viz. floods, earthquakes, General Elections etc. Jawans are being utilized for VIP securities. .Jawans are also a part of renowned Forces like SPG, NSG,
SDG, PDG, RAF, NDRF and even COBRA. Behind all successful operations, the role of these Jawans cannot be denied. Every year a large numbers of CRPF personnel are being martyred during anti-naxal operations and fighting against terrorists in proxy war and also on the line of duty. On 14.02.2019, CRPF 40 Jawans got martyred in Pulwama (Kashmir).
BSF : This is First Line of Defence of the nation and established under the Indian Armed Forces Act and Rules. The 1st border line force guarding the Borders of Bangladesh and Pakistan. BSF men discharge their duties on the borders 24/365 days without caring the tough terrain and vagaries climate of the areas of deployment.Jawans have been martyred on the line of duty in large numbers. Jawans are being utilized for Law and Order duties, natural calamities, Election duties and VIP Security duties.
ITBP : Established under the Indian Armed Forces Act and Rules.This Force is mainly deployed on China border. This Force has done excellent job in recent indo- China conflict. This Force has been deployed on
chilled Himalaya and Leh Ladakh to safe guard the b order of the nation. Jawans are well performing for Law and Order duties, Election duties, natural calamities and VIP Security etc.
SSB : Sashastra Seema Bal established under the Indian Armed Forces Act and Rules. Jawans are deployed on borders and Naxal affected areas and Jammu & Kashmir. Jawans have martyred on the line of duty. Jawans are being utilized for Law and Order duties, Election duties, natural calamities and VIP Security etc.
CISF : Established under the Indian Armed Forces Act and Rules. CISF is guarding the vital industrial installations like Airports, Sea Ports, ISRO, Power Plants, Hydro Plants, Metro Stations, Nuclear Plants and all Central Govt./Public Sector Undertakings. Jawans are also deployed for Law and Order duties, Election duties, natural calamities and VIP Security etc.
Assam Rifles : Established by British Govt. befor independence under the Indian Armed Forces Act and Rules. Deployed on borders .This Force is although under administrative control of MHA, but under dual operational control of Army. Jawans martyred in large numbers on the border. Jawans are also deployed for Law and Order duties, Election duties, natural calamities and VIP security etc.
BSF, ITBP, SSB & Assam Rifles are maintaining constant vigil on the 18000 KMs long seven International borders, fighting against enemies, militants etc. even at the cost of their own lives round the clock.
CAPF personnel deployed in adverse climatic conditions and lack of amenities and suffered huge casualties on the line of duty. More than 33,000 have made supreme sacrifices with patriotism.
You may recall the gallant action of CRPF during 2001 in which brave Jawans, without caring for their own life have killed the terrorists and saved our Parliament. The State/UT Governments have been frequently seeks assistance of these CAPF personnel to maintain Law and Order etc. and these Forces are discharging these duties to the best of their abilities.
Many of the Force personnel laid their lives and many others get incapacitated while performing their duties in assisting the State Govt. Therefore, CAPF personnel are requesting to provide some of the facilities/entitlements available from the State/UT Government to the retired CAPF personnel who are ultimately have finally settle there after their retirement. Ex CAPF status is expected to provide better identity, community recognition and thus higher esteem and pride in the society.
More than 80% personnel of Paramilitary/ CAPF personnel were seeking for Voluntary Retirement prematurely after completion of 20 years of services due to various professional hazards caused by extreme weather conditions and domestic problems. Needless to mention here that Ladakh is surrounded two international borders i.e. China and Pakistan and a large number of Paramilitary personnel are on duty 24x7x365
Honourable sir Being served you as a Defence Secretary , you better knows all this facts.Based on the such designation some of the State Governments i.e. Goa, Haryana, Himachal Pradesh, Uttarakhand and Daman & Diu, Dadra and Nagar Haveli (UT) Govt. have extended the ex servicemen status vide Notifications (Copies enclosed for ready reference) as per MHA OM dated
23.11.2012 . But we are sorry to say that the Ladakh UT Government has not extended this facilities so far. Due to this disparity ex CAPF personnel settled in Ladakh U.T. are very disappointed and approaching this Confederation to take up the issue with the honorable His Excellency Shri R.K.Mathur Ji for Establishment of Ardh Sainik Welfare Board in the State and as well as District Level also.

Due to non-implementation of Ex Servicemen status in Ladakh UT to CAPF as per MHA OM dated 23.11.2012 referred in para-1 above, Ex CAPF personnel settled in Ladakh UT are facing lot of difficulties for their rehabilitation and other facilities.
The second important issue is that the compensation amount to the families of the martyred soldiers should be increased so that the above amount is helpful in the education, health and rehabilitation of the old parents, widows, wives and children of the brave soldiers who have sacrificed their lives for the country. Therefore, the amount of assistance should be increased to Rs 1 crore. This honor will be given to those Galwan and Pulwama martyrs who have martyrdom their lives for the nation.
Sir the third need has been felt for a long time to open CGHS dispensary/wellness center in Leh for better health facilities so that thousands of paramilitary families can be benefitted. The opening of CGHS dispensary will not only benefit the paramilitary serving and retired family but also the central government employees will be able to avail better health facilities.
In view of the above, we request your kind honor to establish Ardh Sainik Kalyan Board in the union territory Leh-Ladakh at District Level ,To establish CGHS Dispensary and to increase the compensation amount for the next of kin to martyr's at the earliest. Jai Hind sir.
