We, the citizens of Okaloosa County and supporters across Florida, are calling for urgent action to investigate the unethical conduct of former Jail Director Nolan S. Weeks III and the failure of county leadership to prevent or address it.
🔍 WHAT WE KNOW:
Nolan Weeks, while serving as Jail Director, promoted an insurance enrollment company—HealthCred, LLC—owned by his brother, Chad LaBoy, to operate inside the county jail without a formal contract.
Weeks formed Secure Solutions Consulting, LLC during his time in office and allegedly acted as a consultant to these companies.
State business records show three active LLCs tied to Chad LaBoy—HealthCred, CredReliant Insurance Services, and InsureCred—all registered to the same residential address: 806 Whitrock Lane, Fort Walton Beach, FL.
Public documents and investigations reveal that Weeks used county email, phones, and conferences to promote these companies and build private connections using public office.
In March 2025, Weeks was charged with impersonating a law enforcement officer, but was never booked into jail, no mugshot was posted, and he was released quietly on a $1,000 signature bond.
Reports also reveal that BOCC Chairman Paul Mixon, who oversees jail operations and reportedly helped Weeks get the job, is also Weeks’ pastor—a dual relationship that raises serious questions about conflicts of interest and oversight breakdowns.
🧭 WE DEMAND:
We call upon the Florida Department of Law Enforcement, the State Attorney’s Office, and Governor Ron DeSantis to:
Investigate the full scope of Nolan Weeks’ actions, including his business relationships, county communications, and potential violations of law or ethics.
Review the hiring process and examine the role of BOCC Chairman Paul Mixon and any other officials involved.
Revoke any credentials, benefits, or titles granted to Weeks through public service if wrongdoing is confirmed.
Audit all inmate insurance contracts and ACA enrollments from 2022 to 2025 to uncover further misconduct.
Issue a public report of findings so the community can begin to rebuild trust in its institutions.
