The Issue

Introduction

We, the undersigned residents, community members, and stakeholders, respectfully submit this petition to request the immediate allocation of emergency funds to address severe bluff erosion occurring in Sheridan Park between Armor Ave. and Allerton Ave. This ongoing environmental degradation presents a clear and escalating threat to public safety, critical infrastructure, and the long-term usability of this valued public space.

 

Statement of Concern

Sheridan Park’s lakefront bluff has experienced accelerated erosion due to a combination of natural forces, including extreme high water levels in 2018 - 2020, the August 2025 rain event, April 2026 record rain fall, April 27, 2026 wind storm, and increased storm intensity. The rate and extent of erosion have reached a point where:

  • Public Safety is at Risk: Sections of the bluff are unstable, increasing the likelihood of sudden collapses. Park visitors, pedestrians, and nearby residents face significant danger from falling debris and ground failure.
  • Infrastructure is Threatened: Essential infrastructure - including the Oak Leaf Trail walk/bike paths, Sheridan Dr. roadway, public utilities including water supply, sewer and gas lines, and nearby properties - is at imminent risk of damage or destruction.
  • Environmental Impact is Escalating: Continued erosion contributes to habitat loss, sediment displacement, and long-term ecological degradation along the shoreline.

Need for Immediate Action

Without prompt intervention, the hazards posed by bluff erosion will worsen, potentially resulting in injury, costly emergency repairs, and irreversible damage to public resources. 

 

Emergency funding is needed to:

  • Implement erosion control measures (e.g., retaining structures, drainage improvements, shoreline reinforcement)
  • Protect vulnerable infrastructure 

Request

We urge Milwaukee County, State of Wisconsin, Department of Natural Resources, and United States Army Core of Engineers to:

  1. Declare the bluff erosion at Sheridan Park an emergency condition warranting expedited attention.
  2. Allocate emergency funds to support immediate stabilization and safety measures.
  3. Engage qualified engineers and environmental experts to design and implement both short-term and long-term solutions.
  4. Communicate transparently with the public regarding risks, timelines, and planned interventions.

Conclusion

Sheridan Park is a vital community asset that provides recreational, environmental, and economic value. The current bluff erosion crisis threatens not only the park itself but also the safety and well-being of all who rely on it, public infrastructure, and nearby homes. Immediate action is both necessary and justified.
