This petition is to propose that local authorities and agencies, in light of the recent events surrounding COVID-19, enforce CA Penal Code 597s with more expedience to halt the rise of pets being abandoned. Cats and dogs are being released by more and more owners due to the epidemic and this could cause a larger issue once Shelter-at-Home orders are lifted. The current fines and penalties defined in the penal code are sufficient yet its enforcement is lacking. It is our request that law enforcement and city departments make public announcements regarding more action being taken regarding animal abandonment and subsequent actual policing of this behavior.
