It's been 2 years since I created this petition and nothing has changed. I'm seeing more and more posts about animals being left out in terrible conditions without adequate shelter. The most recent being in Lancaster NY. Details of post below : LANCASTER NEW YORK 911... THIS DOG LOCATED AT IN LANCASTER NY IS SUFFERING. CRYING, BARKING AND LEFT 10 PLUS HOURS A DAY OUTSIDE. TODAY ITS 12 DEGREES. NO FOOD NO WATER. ACO WENT AND TOLD NEIGHBORS TO JUST KEEP CALLING AND A TICKET WOULD BE GIVEN FOR BARKING... WHAT???? NEIGHBORS HAVE BEEN FEEDING IT. APPARENTLY THE ACO DOES NOT KNOW WHAT INCLEMENT WEATHER MEANS UNDER THE LAW, NO ACCESS TO APPROPRIATE HOUSING AND NO ACCESS TO UNFROZEN WATER IS. PLEASE CALL....
