We the undersigned people of Western KY are asking for your support of the purposed Law HB 98, otherwise known as Klaire's Law.

   This Law would add a new section to KRS Chapter 525 that protects Equine from abuse, neglect, and sexual abuse, and makes the owner responsible for the proper nutrition and proper veterinarian care pf the equine, or they may face a Class D felony and have the equine removed from thier custody. 

  As an Equine Rescue in Western KY with 5 years experience in rescue, and 15 plus years with horses in general I have seen several abuse and neglect cases where the owner is not held accountable. This is a sad situation because the equine doesnt recieve the same attention as dogs or cats. People should be held accountable for their actions. Equines should not be allowed to only be taken if the body score is a 1 or if sexual abuse is noticed. At this time that is the only way Animal Control can legally take a horse. The equine shouldnt have to be almost starved to death before anyone can help. Animal control should be able to force the owner to provide vet care and if living in dirty conditions is a hazard they should be made to have the owner clean it up in a timely manner. I believe the equines need our help just as well as other animals do. They have no voice so lets be that voice for them.
