The NY Times has written an expose on the abuse of race horses throughout the US. The horses are run when they are too young which may result in broken bones because their bones are underdeveloped. The horses are drugged before races to mask aches and pains. Some of these drugs are not suited for animals but humans. New York State has started some drug testing of horses. Pennsylvania could do the same
