Promote Right of Learners with Disabilities to Inclusive Education Amid the Pandemic
Investment in human capital through quality education is vital in ending extreme poverty, achieving social equity, and fostering economic growth. Unfortunately, many are often left behind such as learners with disabilities (LWDs). They often face multiple barriers to education including insufficient funding, shortage of qualified teachers and aides, and inaccessible educational facilities. As a result, LWDs have lower school participation rates and educational attainment levels.
The education challenges already faced by LWDs are further exacerbated by the COVID-19 pandemic. Only 63,549 LWDs were able to enroll in schools this year, leaving behind approximately 3 million children. Everyone has the right to quality education, yet millions of Filipino LWDs are denied this right due to the prevailing disparities within the educational system.
To take a step toward dismantling these disparities and ensuring inclusive education in the Philippines, we call for the enactment of Senate Bill No. 1907, also known as an “Act Instituting Services and Programs for Learners with Disabilities in Support of Inclusive Education.” Filed by Senator Sherwin Gatchalian on 9 November 2020, this bill provides the necessary support for the educational needs of LWDs and ultimately enhances the quality of their education.
