It should be a patients or customers right to choose where they can fill their prescriptions. They should not be forced to mail away.

The Issue

Health insurance companies should allow patients to buy prescriptions at community pharmacies rather than requiring the use of mail-order services.  They should have a choice and not be forced to mail away.

Packages that arrive through mail order compromise privacy and, in instances where drugs need refrigeration, can result in spoilage.  In addition, mail-order arrangements may not stay current with patients whose drug dosages fluctuate, posing a health risk.  Sometimes medicines do not show up on time.

Mailing away can hurt your local independent pharmacy.  pharmacists say some people, particularly the elderly who are taking multiple medications, benefit from going into a store and having a pharmacist oversee their prescriptions. They say many customers prefer being able to shop at places where they have longtime relationships with pharmacists.

We have been told time and again by officials and politicians to buy local, yet our city  did not have a choice.  The union voted to have mail away prescriptions.  It will save some money at first, but not in the long run.  This is also happening in many other workplace unions.

The Medicine Place was there and active in supporting our community when the state wanted to close the Ogdensburg Correctional Facilty and SLCP.  Now we are asking for our community's support and help to fight mail order pharmacy.  Let's stick together as a community! It's time for change!

The Decision Makers

Responded
Thank you for your input regarding Assembly Bill No. 5723-A which is meant to clarify and strengthen provisions in current law to ensure that consumers have the option to access every covered medication from a local network participating pharmacy and are not forced into mandatory mail order. I have supported this bill and voted yes this session. The 2011 law, which is currently in effect, was meant to guarantee that consumers would always have the choice of obtaining covered prescription drugs from a local network participating pharmacy. Over the course of the year, however, it became clear that the law was not working as intended. Consumers received letters from pharmacy benefit managers directing them to out-of-state "specialty" pharmacies. consumers regurning to their local participating pharmacy could no longer obtain their prescription drugs there because the claim was blocked. The pharmacy was notified that coverage for that medication was no longer covered in the 'retail' pharmacy network and the patient was directed to the 'specialty' pharmacy. The bill has passed in the Assembly but not in the Senate (S.3995) and I encourage you to contact your senators directly. If you have additional concerns or information, you can send them to me via email at russella@assembly.state.ny.us - or to my office through the regular mail at the address below. Again, I appreciate hearing from you. Best regards, Addie Addie J.
