Apparently money from traffic speeding fines goes directly to the Government. Thus, there is  no monetary incentive for Local Authorities to spend funds on improving speeding deterrents.  Thus we see very few urban speed cameras or organised speed checking these days.  If the income from speeding fines  went to a ring-fenced Local Authority bank account that had to be used to improve road safety by increased speed checking and extensive pot-hole repairs, our roads would be safer at no extra cost to the Local Authorities.

Interestingly, London already has a similar system in place whereby the payment of speeding fines goes to the local government budget.

This petition is to request National Government to change the rules; so that Local Authorities receive the income from speeding fines and spend it on road safety measures as described above.  A local Birmingham Councillor has agreed to present the petition to Number Ten.
