Seeking Exclusive Parliamentary (Lok Sabha) Representation for Kodagu (Coorg) District

The Issue

We, the undersigned citizens, public representatives, social organizations, and stakeholders of Kodagu District (also known as Coorg), Karnataka, most respectfully submit this petition seeking exclusive and independent representation of Kodagu District as a separate Parliamentary Constituency in the Lok Sabha.

This petition is submitted in the interest of constitutional equity, democratic fairness, effective governance, and national integration, and with utmost faith in the institutions of the Republic of India.

 
1. Demand for Exclusive MP Representation for Kodagu
Kodagu is currently included within a larger Parliamentary constituency, resulting in dilution of representation and limited parliamentary focus on the district’s unique challenges.

Despite being a distinct administrative district, Kodagu does not have a dedicated Member of Parliament exclusively responsible and accountable for its concerns. This has led to:

Reduced visibility of Kodagu-specific issues in Parliament
Inadequate advocacy at the national policy level
Limited accessibility of citizens to their elected MP
We therefore humbly demand that Kodagu District be granted exclusive Parliamentary representation by the creation of a dedicated Lok Sabha constituency, so that the people of Kodagu receive focused, responsible, and effective representation.

 
2. Constitutional Justification
This petition is firmly grounded in the Constitution of India, particularly:

Article 81, which ensures equitable representation in the House of the People
Article 82, which provides for readjustment of Parliamentary constituencies after each census
Article 324, which entrusts the Election Commission with ensuring free, fair, and effective representation
The Constitution does not mandate representation based solely on population figures. It also recognizes geographical, administrative, and public convenience considerations, especially in districts with unique terrain and identity.

Kodagu, as a single-district administrative unit with distinct characteristics, qualifies to be considered independently during present or future delimitation exercises.

 
3. Demographic & Geographic Hardship
Kodagu district faces exceptional demographic and geographic challenges, including:

Predominantly hilly terrain within the Western Ghats
More than 65% forest cover, restricting infrastructure expansion
Vulnerability to floods, landslides, and climate-related disasters
Border proximity to the State of Kerala
Dispersed rural, tribal, and plantation populations
Due to these constraints, citizens—especially farmers, tribals, women, and elderly residents—find it difficult to access their elected representatives under the current constituency structure.

These realities necessitate dedicated parliamentary attention and a representative focused solely on Kodagu’s governance needs.

 
4. Historical & Cultural Uniqueness of Kodagu (Coorg)
Kodagu holds a distinct historical, cultural, and social identity within the Indian Union:

Indigenous Kodava community with unique traditions, customs, and social institutions
A rich legacy of military and defence service to the nation
Unique festivals, martial heritage, and ecological stewardship
A plantation-based economy centered on coffee, spices, and allied agriculture
These characteristics are administratively and culturally distinct from neighboring districts, making Kodagu’s needs and aspirations unique and deserving of independent representation.

 
5. Public Interest & Governance Challenges
The absence of exclusive parliamentary representation has resulted in:

Limited parliamentary discussion on:

Coffee growers’ livelihood crises
Human–wildlife conflict
Environmental and forest policy concerns
Tribal welfare and indigenous rights
Disaster preparedness and relief mechanisms
Reduced engagement in national policy framing concerning hill and forest districts
Granting Kodagu an exclusive MP seat will:

Strengthen grassroots democracy
Improve responsiveness of governance
Enable balanced regional development
Ensure sustainable progress aligned with ecological sensitivity

In light of the above facts and circumstances, we most respectfully pray that Your Excellency may graciously be pleased to:

Refer the matter to the appropriate constitutional and legislative authorities
Recommend consideration of Kodagu District for exclusive Lok Sabha representation during the next delimitation exercise
