See New 2025 petition - Deny Rezoning of 424 Brannen Drive, Statesboro, Ga

The Issue

The subject property located at 424 Brannen Drive Statesboro, Ga 30458 has a proposed plan for development to convert it from a wooded lot zoned R-80, which currently allows 1 single family home per 80,000 Square feet(2 Acres), to Zoning as an R-3 Multifamily lot, which will greatly increase housing density from .54 units per acre to 4.45 units per acre. This 

allows multiple family residences within a single dwelling/structure. R3 zoning also permits Condominiums, Apartment buildings and will specifically allow developer to complete proposed plan to build 47 townhomes at 424 Brannen Drive.


The proposed rezoning will have a negative effect on all aspects of the immediate community along with Bulloch County’s resources. 

 A few negative impacts listed below will follow if the County Commissioners Approve rezoning. 


1) Water Supply - The developer will have to tie into adjacent neighborhoods well supply or receive permits to drill new well. 

2) Septic and Drain fields - each one of the 47 townhomes will require a septic and drain field which can potentially leach into surrounding wetlands areas and downstream ponds such as Lancaster Point, as well as add to wetland watertable which may cause issues at Cypress lake road.


3) Traffic/road infrastructure - Brannen Drive is currently congested with traffic and unsafe to walk or bike. Projected traffic will increase by 7.3 trips per household equaling 343 additional trips per day. The Sheriffs department has frequently placed speed monitor radar, but unable to enforce speed and traffic violations due to strained resources.


4)Negative economic impact - per department review after a 7-year build out public expenditures will exceed revenues by $34,979 ($589,096 in total expenditures v. $554,117 in total revenues). Negative Impact: Cost of public service revenues are expected to be less than expenditures.


5)Negative impact on character of Neighborhood/Community - The existing neighbors and property owners living off of Brannen drive have invested in preserving the rural landscape which consists of old growth woodland lots surrounding attractive green space at each single family lot. The proposed development will demolish woodlands and replace with unattractive side and rear views of townhomes and minimum required new growth vegetative barrier.


6)Solid waste - per department review an estimated 78 tons of solid waste will be generated per year, further straining collection and landfill facilities whether collected by private services or county.


7)Law enforcement- per departmental review The Sheriff’s Department’s capabilities are already exceeding capacity. Development will further strain resources and response time.


8)Surrounding property values may be impacted negatively as result of multifamily development as well as indirect impact caused by loss in the desirability of neighborhood.


9)Schools at maximum capacity - per staff review: School impact is anticipated. A minimum of 29 new students in the Statesboro High School Feeder district. The Statesboro High School feeder system is already at or near capacity.


10)Negative recreation impact- per staff review: proposed development creates a 1.5-acre deficiency for public park space. Increased development creates public parks facilities Level of Service deficiencies.

 

Rezoning of the existing R-80 subject property to any residential zoning use of greater density than R-40 will disrupt the current neighborhood character and consistency of current zoning and land use.
