Security Fence Regulations

The Issue

On a residential street following the demolition of 2 houses on the street, the Council had decided to erect a metal spiked security fence. This fence appears to serve no purpose and the area appears to have no need for a security fence; if the council felt the need to place a fence here (which there appears to be no need for the fence) a standard wooden fence would of sufficed rather then a security fence. Further to this, there has been no safety measures implemented in relation to the fence such as anti-climb paint making it hard to climb the fence or even any do not climb warning signs. 

On 26/07/22, my son was playing out on the field next to the fence when his sister and friend told him they had climbed the fence to other side (they had not, they had walked around to gain access from the other side), my son being a typical young boy has attempted to climb the fence and as a result has fallen catching his finger on the fence. His finger was instantly amputated (he was wearing no ring or jewellery of any kind), due to the whole finger being severed, the best choice for his quality of life going forward (as recommended by specialist surgeons) was to leave the finger amputated.

Upon looking into it, there appears to be no strict regulations in place to monitor the use and placement of these kinds of fences or regulations outlining safety measures that need to be in place when these fences are used. The unfortunate truth is my son is not the first child to loose a finger in this way and will not be the last if regulations aren't put in place. 

I would like to see stricter regulations to be implemented in regards to security fences including safety measures implemented for when these fences are used, and all current security fences to be reviewed. No child should have to loose a finger through innocently playing in a residential street.

We're lucky it was his finger and was not his life that was lost.
