Reform Permitted Development Laws
The Issue
Permitted Development (PD) laws allow developers to convert office space to residential without planning permission from the Local Authority. Whilst there has been some benefit to this initiative, it is abused by many developers. Through PD, developers do not need to provide affordable housing; they do not need to pay Community Infrastructure Levy (CIL) which pays for the infrastructure in our communities; size and quality rules are ignored, often resulting in low quality housing without any form of garden or outside space; and there is no consideration for whether there are enough local amenities.
We, the undersigned, call upon the Secretary of State for Housing, Communities and Local Government to reform the law on permitted development to ensure that communities are not adversely affected by it, by including requirements for affordable housing, CIL payments, and minimum standards on size, quality and access to outside space, and that there are sufficient local amenities to accommodate any new residential properties.
