CITY WIDE GROWTH REZONING! 4 X POPULATION = NEIGHBORHOODS & CITY CHARM DEMOLISHED!

The Issue

CITY STATES THIS IS NOT AN AFFORDABILITY PLAN! THE CITY AND INVESTORS TO MAKE MILLIONS AT THE EXPENSE OF BUSINESS OWNERS AND RESIDENTS. THIS AFFECTS EVERYONE, EVEN YOU!! THIS ISN'T ABOUT GARAGE APARTMENT CONVERSIONS AS THEY ARE LEADING YOU TO BELIEVE. THIS IS COMPLETE TEARDOWN OF HOMES, EVEN HISTORIC ONES, TO BE REPLACED WITH MASSIVE AND EXPENSIVE STRUCTURES WITH LITTLE TO NO PARKING!! 4 UNITS W/ TWO BEDROOMS EACH/16+ PEOPLE, ON A SINGLE FAMILY LOT, ONLY REQUIRES 4 PARKING SPACES AND ALLEY ACCESS!!!!. HOMES BEHIND CAN ALSO BE DEMOLISHED IN THE FUTURE. OTHER LARGE LIVING STRUCTURES/APARTMENTS TO BE ADDED FOR MILES ONLY REQUIRING 5’ SETBACKS W/ INSUFFICIENT PARKING. THE CITY HOPES PUBLIC TRANSIT, BIKES AND UBERS/LYFTS TO BE TAKEN. DO THE MATH ON ANY SIZE BUILDING AND PUT THE REMAINING CARS IN ALLEYS, IN STREETS AND ON PRIVATE PROPERTY. THE CITY AND INVESTORS KNEW OF THIS PLAN YEARS AGO! INVESTMENT FIRMS HAVE BEEN QUIETLY SWALLOWING UP PROPERTIES WAITING FOR REZONING. 90% OF RESIDENTS AND BUSINESS OWNERS ACROSS ST. PETE ARE UNAWARE OF THIS REZONING! ONLY A SELECT 3K WERE MAILED SMALL POSTCARDS TO WEEKS AGO. MASS CONSTRUCTION TO START IN ALL OUR NEIGHBORHOODS ACROSS ST. PETE IMMEDIATELY IF THIS PASSES. RED LINES IN MAP ABOVE TO MORE THAN QUADRUPLE OCCUPANCY. A CITY PLANNER SAID THE MAJORITY OF PEOPLE DO NOT WANT THIS BUT THE CITY WILL DO WHAT THEY WANT. INVESTORS CAUSED MANY TO SUFFER AND STRUGGLE AND THE CITY CONTINUES TO ALLOW THIS. "AS LONG AS GREED IS STRONGER THAN COMPASSION, THERE WILL ALWAYS BE SUFFERING."

COMING SOON, UNLESS IT'S STOPPED!! HIGHER RENTS, EVICTIONS FOR PROPERTIES TO BE DEMOLISHED, HIGHER TAXES, MORE TRAFFIC ON STREETS AND NEIGHBORHOODS, LESS PARKING, MORE VACATION RENTALS IN OUR QUIET NEIGHBORHOODS, MORE PEOPLE TO STRUGGLE FINANCIALLY.  MORE CONCRETE, MEANS MORE TREE REMOVALS = ENVIRONMENTAL DISASTER! ADDITIONAL RUNOFF AND ADDED HUMAN FECES TO OUR BAYS WILL CONTINUE TO KILL OUR SEA GRASS/LIFE & INCREASES RED TIDE BLOOMS. (SEE MORE ON HOW THIS AFFECT US BELOW) 22ND AVE. N AND OTHERS TO BE NAMED A MAJOR HIGHWAY SO THE CITY HAS MORE POWER TO DO WHAT THEY WANT.

THE CITY SAID THEY WILL NOT SET REGULATIONS ON PRICE. THE CITY COUNCIL HEARING, WHICH MOST DIDN'T KNOW ABOUT, IT WAS ACKNOWLEDGED THIS IS NOT AN AFFORDABILITY PLAN. ST. PETERSBURG YIMBY PRESIDENT, WHO IS ALSO THE PROJECT MANAGER FOR HER FAMILIES CONSTRUCTION COMPANY (BUILDS MULTI-MILLION DOLLAR STRUCTURES) said:  The new units that might be created will be upper-middle class, because land costs and construction costs are so expensive."  THE NEWS IS MAKING THIS ABOUT AN ‘AFFORDABLE’ PLAN WHICH IT’S NOT.  WE ALL HAD A RIGHT TO KNOW AND HAVE A SAY. THIS IS EVERYONE'S CITY, NOT JUST THEIRS! THE CITY IS PUTTING POWER, INVESTORS AND PROFITS BEFORE BUSINESSES AND RESIDENTS. WE NEED STRONG LEADERSHIP THAT SUPPORTS THAT LISTENS TO US, PROMOTES UNITY AND AFFORDABILITY. THIER ACTIONS CONTRADICT THEIR MISSION STATEMENT.

THIS IS A 'GROWTH PROMOTING' PLAN NOT A 'DENSITY' PLAN.  THIS STRATEGIC FORM OF ‘EMINENT DOMAIN’ (GOVERNMENT LAND TAKEOVER). QUADRUPLING OCCUPANTS ON A STREET, WITH INSUFFICIENT PARKING, SAFETY ISSUES, INCREASED TRAFFIC, NOISE POLLUTION, CRIME, TRASH, VACATION RENTALS, HIGHER TAXES, ILLEGAL PARKING, ALLEY ACCESS WILL INCURE BLOCKAGE WITH DELIVERIES AND MAINTENANCE WORKERS, ILLEGAL PARKING ETC. WILL NATURALLY PUSH PEOPLE OUT OF THEIR HOMES AND BUSINESSES. THE CITY EXPECTS PEOPLE TO USE OTHER FORMS OF TRANSPORTATION AND CITY TRANSIT (WHICH IS DISGUSTING!  THEY ARE FILLED WITH TRASH, SMELL OF URINE AND QUITE OFTEN HAVE HOMELESS PEOPLE SLEEPING). THIS IS FLORIDA, FEW WANT TO WALK OR RIDE IN THE HEAT! THIS IS WHERE WE WORKED SO HARD TO CALL HOME! WE NEED TO FIGHT FOR IT!

OVER 500,000 OF OUR RESIDENTS, OUR BUSINESS OWNERS, OUR VISITORS AND OUR UNIQUE WATER RESOURCES WILL BE AFFECTED. THE HISTORIC NE AREA BETWEEN 4TH AND 22ND SIGNED 2K DIGITAL AND PAPER PETITIONS IN ONE WEEK. SOME COUNCIL MEMBERS INTEND TO MOVE FORWARD REGARDLESS OF OPPOSITION. ((((THE CITY WILL NOT BE ABLE TO REVERSE THIS ONCE IN PLACE. THIS WILL CAUSE MAJOR AND IRREVERSIBLE CONSEQUENCES, ESPECIALLY ENVIRONMENTALLY))))

OVER 90% OF RESIDENTS/BUSINESS OWNERS DIDN'T KNOW OF THE HOA MEETINGS, CITY WORKSHOPS, HEARINGS ETC THE CITY MINIMALLY CHOSE TO TO KEEP THIS QUIET.

RESIDENTS WANT A SAY ON HOW THIS WILL AFFECT THEIR BUSINESSES, RESIDENTIAL NEIGHBORHOODS, SCHOOLS, PRESCHOOLS, PRECIOUS RESOURCES SUCH AS COASTAL AND DRINKING WATER, EMERGENCY AND MEDICAL SERVICES ETC. WE ARE FED UP WITH TRASH, ILLEGAL PARKING, PARKING SHORTAGES, POLLUTION, DISREGARD FOR HISTORICAL PRESERVATION, OVERCROWDING, BIG CORPORATE BUYING UP PROPERTIES CONTRIBUTING TO EXPENSIVE HOUSING, OVERBUILDING AND EVERYTHING ELSE LISTED BELOW. THEY ARE ALSO PROPOSING HISTORIC HOMES THAT ARE TORN DOWN TO BE REBUILT WITH THE SAME CHARACTER BUT WILL NOT ENFORCE IT TO STAY THAT WAY.  THE CITY ADMITTED THIS IS NOT AN AFFORDABLE HOUSING ISSUE AND THIS WILL NOT SOLVE IT!

COMPREHENSIVE ENGINEERING, GROWTH IMPACT STUDIES AND ENVIRONMENTAL STUDIES NEED TO BE DONE AND SHARED WITH RESIDENTS AND TAKEN IN TO CONSIDERATION BEFORE IMPLEMENTING. ALL RESIDENTS WANT PROPER WRITTEN NOTICE, COMPREHENSIVE STUDIES DONE AND A SAY ON HOW THIS WILL AFFECT THEM, THER BUSINESSES AND FAMILIES.

I/We strongly oppose the city’s proposal to increase the population density in the manner outlined by the above City Application. This petition objects to the City’s IMMINENT Zoning plan from NT (Traditional Neighborhood) to NTM (Traditional Neighborhood Mixed) City Application ZM-15 NTM. In addition to what is stated above, this is the basis of our opposition which is founded by the following facts:

1. This may more than quadruple the population in these areas.

2. Lots will not be large enough to accommodate the number of parking spaces needed for four separate residences, effectively forcing these residents to park in our already crowded streets and alleys.

3. Written notice was not provided to all residents and we want a say
The city is basing it’s proposal on the idea that new residents will utilize alternative forms of transportation (ie. bus, bicycle, etc) instead of a vehicle but has no plan in place to enforce this.

4. The increase in population density coupled with the city’s inability to enforce regulations of “non-vehicle” residents will lead to more vehicles and increased traffic in our alleys and already-crowded neighborhood streets.

5. This change will lead to parking shortages and blocked alleyways.  This will cause major access and safety issues for residents, delivery drivers and maintenance workers. This is already an existing issue and will dramatically worsen if passed.

6.Parking shortages will lead to an increased incidence of illegal parking in streets and alleyways as well as cause consumers to turn away from patronizing businesses in the area.

7. The new zoning allows for a smaller set-back from property lines (minimum of three feet in some areas) and an increase in the amount of impervious surfaces which will cause drainage issues as well as an increased amount of run-off of yard and vehicle chemicals and debris, thus further polluting our waters and endangering our vital ecosystems. We have already seen the detrimental results of increased population density in the form of a marked increase of manatee deaths and red tide blooms.

8. The increase in population density will strain our community’s infrastructure, including electric, water and sewer systems, school sizes and emergency systems/services.

9. The increase in population density will cause noise and chemical pollution as well as traffic and safety incidents.

10. We want guarantee these new builds will be for long-term housing and not be converted in to short-term vacation rentals, despite if they are permissible or not.

11. The city wants to make certain of the major arteries leading to the massive downtown and 4th street development.  We want to see studies on how this will impact all of us and want a say.
In signing this petition, I urge all City Council members to reject the proposal of increasing population density in the manner outlined by these zoning changes.  I/we believe there are alternative solutions to addressing housing shortages for our city in a fashion that won’t compromise our neighborhoods and impose the problematic issues listed above.
