Scrap the Roll Tax: Toilet Roll is Not a Luxury

The Issue

Every day, people are being hit with a hidden ‘Roll Tax’ because toilet roll is classed as a luxury - meaning it’s subject to an extra 20% VAT. That's a bum deal for Britain - especially when caviar, helicopters and marshmallow teacakes are VAT-free.

We are calling on the Chancellor and Treasury to scrap the 'Roll Tax' and put money back into people's pockets. For our part, we commit to passing the saving straight onto the consumer. 

In total, the UK spends around £2.78billion on toilet roll a year, with each consumer using 127 rolls annually. The VAT on this brings in £463 million to the exchequer, equal to just 0.05% of total tax receipts. 

Whilst this is pennies to the government, this has a much greater impact on UK households and disproportionally affects the most vulnerable in our society.  Amidst the cost-of-living crisis, 3 in 5 UK adults admit to having cut back to be able to afford essential household purchases.

Scrapping the Roll Tax could give hard-pressed consumers 5 days of household gas and electricity, a month of fresh fruit and vegetables or 6 days of petrol and diesel.
