Stop dogs from being kept in hot garages

The temperature in a garage is, on average, 20 degrees higher than the temperature outside. Which means on a typical 95 degree day in the American south, it is 115 degrees in the garage. Too many dogs are being kept in these conditions, twenty-four hours a day, without any ventilation or fresh air. This is inhumane. These dogs are at risk for heat stroke and death, not to mention the around-the-clock suffering they endure with no way to cool themselves down. A law must be passed preventing animals from being kept in areas above 100 degrees.
