ScoretheMap -Petition for Transparent and Accountable Redistricting in Dublin City Schools

The Issue

We, the undersigned, petition the Dublin School District that any proposed map from the 2026 redistricting process be "scored" against the 2025 Map I and Map III Proposals using current Board Policy 5120 criteria.  While imperfect, the 2025 process developed maps that were the product of countless hours, hundreds of thousands of dollars, historical practices, and under the supervision of the Superintendent.   That work product should not be ignored and should be measured against any new proposal in the interest of transparency.  Furthermore, the district should post all redistricting materials and public records requests related to redistricting on the district's redistricting subsite, consistent with the Superintendent’s commitment in the February 9th Board meeting.

With the district's 2026 'fresh start' emphasizing community input and board involvement, building on the vetted 2025 work under existing Policy 5120 ensures continuity, efficiency, and fairness.  A significant deviation from the policy, a material policy amendment prior to a new map, or a radical departure from the maps designed in 2025 will create further distrust in the process.  An objective map and measurement process is important to withstand legal challenges and to restore community trust in the face of a future levy.  We urge the Board to make a commitment to this petition in their April Virtual Community Meeting to ensure a fair, trusted process for our students and community.

Board Policy 5120 - Assignment Within District is as follows:

The Superintendent assigns students to schools within this District consistent with the best interests of students and/or the best use of the resources of this District, as set forth in this Policy.

The Superintendent shall determine annually the school attendance areas of the District and shall assign students to the proper schools and grades.

The Superintendent shall periodically review existing attendance areas and make such changes as may be justified by:

  1. student enrollment and building capacity;
  2. considerations of safe student transportation and travel;
  3. convenience of access to schools;
  4. financial and administrative efficiency;
  5. the effectiveness of the instructional program;
  6. other relevant factors*, including those required by law.
     

*Per February 9th Board Retreat Minutes these factors were discussed.  

  1. Preserving feeder patterns
  2. Avoiding splitting middle schools more than twice
  3. Minimizing repeated disruption to the same students
  4. Considering anticipated future middle school development
  5. Minimizing overall disruption
  6. Evaluating whether prior redistricting moves negatively affected outcomes
