Teenagers are not designed to be morning people, so let us put back the start of the school day; let them finish their dreams. This will encourage independence and healthy activity, with time for a proper breakfast. Because most parents will already be at work, their children will make their own way to school; more people will be walking or cycling there than getting lifts. And although those benefits don't apply to people who get buses, at least they won't need to worry so much about missing them due to not waking up at the crack of dawn. 

You want people to be focused and engaged throughout the WHOLE day, yes? Please consider changing the start of the school day to 09:30, and the end can be put back to 16:30.
