The Issue
ශ්රී ලංකාවේ රජය වෙත: රජයේ යෝජිත අධ්යාපන ප්රතිසංස්කරණයන්ට එරෙහි පෙත්සම
ශ්රී ලංකාවේ ආණ්ඩුක්රම ව්යාවස්ථාවේ සඳහන් "නූගත්කම සහමුලින්ම තුරන් කිරීම සහ සියළු තැනැත්තන්ට අධ්යාපනයේ සෑම අවස්ථාවකදීම සර්ව සාධාරණ හා සමාන ඉඩ ප්රස්තා ලබාගැනීමේ අයිතිය සහතික කිරීම" සඳහා ශ්රී ලංකාවේ පුරවැසියන් වෙත වගවන රජයක් හැටියට , උක්ත කරුණ සම්බන්ධව නුදුරේදීම අනුමැතිය සඳහා පාර්ලිමේන්තුවට ඉදිරිපත් කිරීමට යෝජිත “ජාතික අධ්යාපන ප්රතිපත්ති රාමුව (2023-2033) “ , අපේ අධ්යාපනය සඳහා වූ අයිතිය වෙත බරපතල තර්ජනයක් එල්ල කරන අතර පහත සඳහන් කොන්දේසි සාක්ෂාත් වනතෙක් පාර්ලිමේන්තුවේ අනුමැතිය උදෙසා විවාදයට නොගන්නා ලෙස අපි ඉල්ලා සිටිමු.
1. වර්ෂ 1947 සිට ශ්රී ලංකාවේ සෑම අධ්යාපන ප්රතිපත්තියකින්ම සහතික කර ඇති නිදහස් අධ්යාපන සංකල්පය අඛණ්ඩව පවත්වාගෙන යන බවට සහතික කිරීම.
2. රටටම බලපාන ජාතික අධ්යාපන රාමුවක් සකසන්නේ නම්, එයට සම්බන්ධ ප්රධාන පාර්ශවයන්ගේ පුළුල් කතිකාවක් වෙත විවෘත කිරීම.
3. දැනට පවතින කෙටුම්පත් , විශේෂයෙන්ම සිංහල සහ ඉංග්රීසි භාෂා පිටපත් අතර ඇති පරස්පරභාවය සහ ආන්දෝලනාත්මක වගන්ති හරහා ඇතිවන සමස්ත ක්රියාවලියේ පාරදෘශ්ය භාවය ගැන ඇති සැකයන් නිවැරදි කිරීම.

இலங்கை அரசாங்கத்திற்கான மனுக்கோரிக்கை
நாங்கள், இலங்கையின் பிரஜைகள், எங்களது உரிமைகளைப் பாதுகாக்கும்படி உங்களிடம் கேட்டுக்கொள்கிறோம், அதில் அரசியலமைப்பில் குறிப்பிடப்பட்டுள்ள "அனைத்து நிலைகளிலும் கல்விக்கான சமமான வாய்ப்புகளை உறுதிப்படுத்தும்" கல்வி உரிமையும் அடங்கும்.
விரைவில் பாராளுமன்றத்தில் நிறைவேற்றப்படுவதற்காக சமர்ப்பிக்கப்படவிருக்கும் "2023-2033 தேசிய கல்வி கொள்கை சட்டகம்" கல்வி உரிமைக்கு மிகப்பெரிய அச்சுறுத்தலாக உள்ளது. அதனால், பின்வரும் நிபந்தனைகள் நிறைவேற்றப்படும் வரை அது பாராளுமன்றத்தில் விவாதிக்கப்படக்கூடாது என்று நாங்கள் வலியுறுத்துகிறோம்:
• 1947 முதல் இலங்கையின் அனைத்து கல்விக் கொள்கைகளாலும் உத்தரவாதம் அளிக்கப்பட்டுள்ள இலவச கல்வியை உறுதிப்படுத்துதல்,
• பாதிக்கப்பட்ட அனைத்து பங்குதாரர்களுக்கும் (அனைத்து கட்டங்களிலும் உள்ள மாணவர்கள், அவர்களின் பெற்றோர், ஆசிரியர்கள் மற்றும் பேராசிரியர்கள், முன்னாள் மாணவர் சங்கங்கள் போன்றவை) தங்களது கவலைகளைத் தெரிவிக்கும் வாய்ப்பு வெளிப்படையான மற்றும் உள்ளடக்கிய ஆலோசனைப் பிரச்சாரத்தின் மூலம் வழங்கப்பட்டிருத்தல்,
• அரசு ஆங்கில மூலப்பிரதியின் சிங்களம் மற்றும் தமிழ் மொழிபெயர்ப்புகள், தற்போதுள்ள பொதுமக்களை தவறாக வழிநடத்தும் திரிபுகளற்ற விதத்தில் வெளியிடப்பட்டிருத்தல்.

Petition to the Government of Sri Lanka
We, the citizens of Sri Lanka, hold you accountable to uphold our Rights, including the Right to Education, stated in the Constitution as “the assurance to all persons of the right to universal and equal access to education at all levels.”
The proposed “National Education Policy Framework 2023-2033”, due to be presented to Parliament for approval shortly, is a grave threat to the Right to Education and we demand that it not be taken up for discussion in Parliament until
1. It assures the continuation of Free Education, which has been guaranteed by every education policy in Sri Lanka since 1947,
2. All affected stakeholders (students in all stages of education, their parents, teachers and lecturers, past pupil associations, etc.) have had the opportunity to have their concerns heard in a transparent and inclusive consultation process, and
3. Accurate Sinhala and Tamil translations of the official English document are published, free of the distortions present in the current translations which mislead the public.

3. දැනට පවතින කෙටුම්පත් , විශේෂයෙන්ම සිංහල සහ ඉංග්රීසි භාෂා පිටපත් අතර ඇති පරස්පරභාවය සහ ආන්දෝලනාත්මක වගන්ති හරහා ඇතිවන සමස්ත ක්රියාවලියේ පාරදෘශ්ය භාවය ගැන ඇති සැකයන් නිවැරදි කිරීම.

நாங்கள், இலங்கையின் பிரஜைகள், எங்களது உரிமைகளைப் பாதுகாக்கும்படி உங்களிடம் கேட்டுக்கொள்கிறோம், அதில் அரசியலமைப்பில் குறிப்பிடப்பட்டுள்ள "அனைத்து நிலைகளிலும் கல்விக்கான சமமான வாய்ப்புகளை உறுதிப்படுத்தும்" கல்வி உரிமையும் அடங்கும்.
விரைவில் பாராளுமன்றத்தில் நிறைவேற்றப்படுவதற்காக சமர்ப்பிக்கப்படவிருக்கும் "2023-2033 தேசிய கல்வி கொள்கை சட்டகம்" கல்வி உரிமைக்கு மிகப்பெரிய அச்சுறுத்தலாக உள்ளது. அதனால், பின்வரும் நிபந்தனைகள் நிறைவேற்றப்படும் வரை அது பாராளுமன்றத்தில் விவாதிக்கப்படக்கூடாது என்று நாங்கள் வலியுறுத்துகிறோம்:
• 1947 முதல் இலங்கையின் அனைத்து கல்விக் கொள்கைகளாலும் உத்தரவாதம் அளிக்கப்பட்டுள்ள இலவச கல்வியை உறுதிப்படுத்துதல்,
• பாதிக்கப்பட்ட அனைத்து பங்குதாரர்களுக்கும் (அனைத்து கட்டங்களிலும் உள்ள மாணவர்கள், அவர்களின் பெற்றோர், ஆசிரியர்கள் மற்றும் பேராசிரியர்கள், முன்னாள் மாணவர் சங்கங்கள் போன்றவை) தங்களது கவலைகளைத் தெரிவிக்கும் வாய்ப்பு வெளிப்படையான மற்றும் உள்ளடக்கிய ஆலோசனைப் பிரச்சாரத்தின் மூலம் வழங்கப்பட்டிருத்தல்,
• அரசு ஆங்கில மூலப்பிரதியின் சிங்களம் மற்றும் தமிழ் மொழிபெயர்ப்புகள், தற்போதுள்ள பொதுமக்களை தவறாக வழிநடத்தும் திரிபுகளற்ற விதத்தில் வெளியிடப்பட்டிருத்தல்.
