Dear Neighbors,

I wish I were writing with better news, but I want to be transparent with you all.

As of today, construction activity has begun at 17100–17150 Victory Blvd, directly across from the Birmingham Educational Complex. Site prep is underway, and it is clear the City is moving forward with this project despite the concerns raised by parents, residents, and educators. In addition, the Balboa Metro Park-and-Ride has been closed in preparation for the temporary RV storage use.

I know this is incredibly frustrating. Many of us have spent months raising legitimate safety, traffic, and student-impact concerns — and it is disappointing that our City Council representation has chosen not to meaningfully respond to them.

Please be prepared for increased congestion on Victory Blvd, especially during school drop-off and pick-up hours. This will be compounded by the recent “No Right on Red” restrictions at Victory & Balboa, implemented during peak traffic times without a comprehensive school-year traffic study.

While this is not the outcome we hoped for, our efforts were not wasted. The level of engagement, documentation, and community unity that came out of this process matters — and it is already shaping what comes next.

A recall effort for Councilmember Imelda Padilla is now underway. While recalls are never easy, this is one remaining avenue for residents who feel their voices were ignored. If you would like information on how to participate, you can reach out here:

Most importantly, I want to say thank you.

Thank you for showing up, asking hard questions, signing petitions, attending meetings, and supporting one another. 2025 has been challenging, but what this effort proved is that Lake Balboa is a real community — one that cares deeply about its students, its streets, and its future.

We may not have won this round, but we built something meaningful together — and that matters more than City Hall realizes.
