📣 Save Victory Blvd: Stop Overdevelopment at 17100 & RV Lot at Balboa Near Our Schools

The Issue

We are calling on the City of Los Angeles to halt dangerous overdevelopment along Victory Blvd, specifically:

1️⃣ 17100 Victory Blvd — 194 Units in a High-Injury School Zone

Why this location is unsafe:

🚸 One entrance/exit planned at Birmingham Way, where 6,000+ students walk daily across 7 schools.


🅿️ 194 units → only 88 parking spaces, guaranteeing spillover into residential streets.


⚠️ Victory Blvd is part of the City’s High Injury Network but no school-year traffic study was done.

🤐 Project moved forward quickly with minimal notice to families or neighbors.

A better option exists:

📍 The Sepulveda/Erwin Metro location has far more capacity and direct transit access.

2️⃣ Balboa & Victory — RV Storage / Impound Next to Schools

This proposal brings serious risks:

🔥 RV interiors ignite within minutes — extremely high fire load.
☣️ Burning plastics, fuel, adhesives = toxic fumes drifting toward homes & schools.
💩 Many RVs still contain sewage tanks — the City hasn’t explained:

  • where waste will be drained
  • how spills will be prevented
  • who’s responsible 

🏫 Placing an industrial-style storage yard next to 7 schools is irresponsible planning.

💰 City plans to spend $1.5 million in Homeless Emergency Account funds on a “zero-rent” Metro lot with no housing on-site.

3️⃣ What We’re Asking For (Reasonable & Simple)

✔ Full school-year traffic + pedestrian safety studies

✔ Transparent public meetings including parents & educators

✔ Evaluation of safer Metro alternatives like the Erwin/Sepulveda site

✔ Pause both projects until real safety data is reviewed

4️⃣ About the CD6 Recall (Optional Info for Voters)

The City Clerk has approved a formal recall effort of Councilmember Imelda Padilla due to concerns about oversight and representation.
