Subject: Objection to Proposed Changes in Development Plan Affecting Urban Forest
Dear Sir/Madam,
This letter is in reference to the notice dated 14/01/2025 received by Acacia Cooperative Housing Society and Stanford Cooperative Housing Society regarding proposed changes to the city development plan of Thane Municipal Corporation. The notice pertains to Survey Numbers Kolshet (285/2), Kavesar (270, 271, 129) 139, and Kolshet(155).
As per the original Thane Municipal Development Plan, Survey Numbers 285/2, 271, and 139 (approximately 70 acres) were designated as reserved forest. Despite this, the area began experiencing encroachments in 2008. Repeated complaints by residents of nearby areas, including Hiranandani Estate, were submitted to the Thane Municipal Corporation, the Thane Collector’s Office, and the Thane Tehsildar’s Office. Unfortunately, no significant action was taken to address or prevent these encroachments.
In 2011, the residents filed a Public Interest Litigation (PIL) with the Bombay High Court to safeguard this land as a reserved forest. To further preserve the land and prevent encroachments, the residents undertook a sustained tree-planting initiative. This effort transformed the barren land into a thriving forest covering approximately 15 acres, featuring over 5,000 fully grown indigenous trees. This green space has become a sanctuary for various bird species, functioning as an exemplary urban forest and a potential model for replication across other locations. Regrettably, the remaining 55 acres have been systematically encroached upon by illegal structures.
The residents are disheartened by the notice proposing that a portion of the urban forest (15 acres) be repurposed for residential use while leaving the encroached land largely unchanged. We appreciate the positive proposal for creating a bird aviary in the notice but believe there are more natural and sustainable ways to enhance this habitat without disturbing the existing ecosystem.
We, the residents and contributors to this urban forest, strongly urge the Thane Municipal Corporation to make following changes to the proposed development plan:
Preserve the 15-acre urban forest: Do not permit any residential development in this area. Instead, redirect such developments to the remaining 55 acres of encroached land.
Avoid unnecessary road construction: If no residential development is planned, there is no need for road construction in the urban forest.
Continue afforestation efforts: Encourage the planting of more indigenous tree species to further enhance the habitat for birds.
Retain a natural bird sanctuary: Avoid using cages or nets for the aviary. The current habitat allows unrestricted movement for birds and should remain undisturbed.
Prevent further encroachments: Take strict measures to curb illegal structures in the surrounding area, ensuring the urban forest remains a peaceful and safe haven for birds.
Promote accessibility for bird enthusiasts: Allow controlled access for researchers, students, and birdwatchers to study and appreciate the natural habitat.
We want to assure the Thane Municipal Corporation that the residents of the neighbouring societies are fully committed to supporting these conservation efforts. This urban forest is not just a green space but a symbol of community dedication and environmental stewardship.
