The John Black Dune Park was named as a memorial to John Black, Mayor of Cottesloe 1932 - 1945. His great aim was 'to make Cottesloe the premier beach in Australia'.

If he knew that this last nature reserve in the heart of Cottesloe, named in his memory was going to be destroyed and replaced by an ugly concrete form,  his vision would be for nothing. He was passionate about Cottesloe and in an article in The Daily News on Friday January 26, 1934 he identified his one hobby as Cottesloe.
