The Issue

I am deeply concerned about Island Health's decision to dissolve the VIHA Encampment Outreach Team at the end of January 2026. As someone who has seen firsthand the positive impact of their work, I know how vital their services are to those experiencing homelessness and other vulnerable populations across Vancouver Island.

The VIHA Encampment Outreach Team has been a lifeline for people who often fall through the cracks of the traditional healthcare system. This dedicated team provides critical outreach services including health monitoring, harm reduction, and vital connections to social supports. They are often the first point of contact for those in need, offering not only medical assistance but also compassion and understanding which greatly enhances the quality of life for some of our most vulnerable community members.

Without this team, many individuals will be left without essential care and support. The repercussions of this decision are far-reaching, potentially increasing risks to health, safety, and overall well-being for those who already face immense challenges. Studies show that outreach programs are instrumental in reducing emergency room visits and hospitalizations, indicating that such teams not only provide social value but financial savings for healthcare systems as well.

This move by Island Health threatens to dismantle a proven effective safety net that has been supporting those who need it most. I urge Island Health to reconsider this decision and explore other avenues for cost-saving that do not involve cutting essential services. Perhaps revisiting their budget allocations or seeking partnerships with non-profits can provide alternatives that keep these crucial outreach services intact.

We need to stand united in reminding Island Health of its responsibility to protect the most vulnerable people in our communities. The dissolution of the VIHA Encampment Outreach Team must be halted to ensure that marginalized individuals continue to receive the care and support they desperately need.

Please sign this petition to protect and continue the work of the VIHA Encampment Outreach Team. Together, we can make a difference and ensure that all Islanders have access to essential services.
