The issue
The historic Repatriation Commission Outpatient Clinic at 310 St Kilda Road has a deep connection with the Veteran Community. Opened in 1937, it has been central to rehabilitation of veterans from both World Wars, Korean and Vietnam Wars. It was closed and returned to the Department of Defence in 1980.
The Australian National Veterans Arts Museum (ANVAM) established a vision in 2013 to transform 310 St Kilda Rd into the Veteran Community's national arts and cultural institution, centre of wellbeing and a national veterans arts and cultural hub. Lobbying since 2013 for access to the historic Clinic to realise the vision has been frustrated by misinformation and hidden agendas to frustrate and delay the opportunity. In the meantime since 2018 Governments have established 15 veterans wellbeing centres and veterans hubs around Australia while denying this opportunity.
ANVAM's proposal to the Federal Government is to appoint ANVAM as trustee of the vacant building on behalf of the Veteran Community under the Land Acquisition Act (LAA) s122.
The Department of Defence has never providing a satisfactory position on why this building could not be provided to ANVAM under the LAA.
