The Issue

During the Aam Aadmi Party government’s tenure in Punjab (since 2022), multiple alleged paper leaks and high-tech cheating irregularities have surfaced in various recruitment and board examinations. These include the Naib Tehsildar exam, TET, PSEB Class 12 English paper, Agriculture Development Officers exam, PSSSB Group-B Officers exam, and the recent (July 2026) Pharmacy Officers recruitment exam. These incidents have affected the future of lakhs of students. While the government denies any paper leak and terms the latest case as mere “cheating”.

The Goal

We demand immediate accountability from the Government of Punjab regarding recurring examination paper leaks and recruitment irregularities. The systemic failure in conducting fair competitive examinations has jeopardised the future of lakhs of honest, hardworking students and job aspirants. We demand structural transparency and immediate action to restore trust in Punjab's public recruitment system. 

Why This Matters


Over the last few years, multiple recruitment and educational examinations in Punjab have been marred by severe allegations of question paper leaks, high-tech cheating rackets, and administrative malpractices. Hardworking students spend years preparing for these exams, investing their families' hard-earned money and their own youth, only to see their efforts nullified by corruption and systemic failure.

While political leaders trade allegations, the ultimate victims are the youth of Punjab. Temporary fixes, spot arrests, and denials are no longer enough. We need absolute accountability and systemic cleanup to ensure that merit, not corruption, dictates public employment in Punjab. 

Our 3 Core Demands

1. Immediate Resignation of Education Minister Harjot Singh Bains 
The leadership must take ultimate moral and administrative responsibility for the continuous lapses in maintaining examination integrity. If similar standards of accountability apply at national levels, Punjab’s ministers must be held to the same standard. We demand the immediate resignation of School and Higher Education Minister Harjot Singh Bains.

2. An Independent CBI Inquiry
Local or departmental probes are insufficient to uncover deep-rooted paper leak networks. We demand a time-bound, independent investigation by the Central Bureau of Investigation (CBI) into all controversial recruitment exams held in Punjab since 2022 to expose the kingpins and colluding officials. 

3. Court monitored probe into jobs given by Punjab Govt to 'outsiders'
We demand the immediate constitution of an independent, high-level investigative committee supervised directly by a sitting judge of the Punjab and Haryana High Court. This judicial panel must conduct a comprehensive forensic audit of all direct recruitments made across Punjab government departments, boards, corporations, and public sector undertakings (PSUs) over the past five years to identify systemic favoritism, cross-border exam fraud, and irregular allocations to non-domicile candidates.
