Is India a Welfare State? And If Yes Then who decides the Welfare of this Nation? Well The preamble starts with we the people of India.

Article 38 of the constitution provides that State shall strive to promote the welfare of the people by securing and protecting a social order by ensuring social, economic and political justice and by minimising inequalities.

Article 39: The State shall in particular, direct its policies towards securing:
Right to an adequate means of livelihood to all the citizens.

Article 41: To secure the right to work, to education and to public assistance in cases of unemployment.

Article 19 (a) provides for freedom of speech and expression and Article 19 (c) to assemble peaceably and without arms.

But In the state of Bihar a parallel Constitution of Bihar runs which has the basic tenets of Abuse of Power, Atrocities on people and Harassing the Constitutional Principles and Insulting National Flag.

Recently, Patna ADM  KK Singh, driven in anger and Consumed in arbitrary power, brutally thrashed a youth, discovered as Anisur Rahman (25), who was protesting for employment along with others. In the video which has been going viral the Police personnel can be found saying "Yeh Bahot Der se Jyada Kar Raha hai" i.e. "He has been acting smart for a long duration". In fact, that youth was merely raising his voice for his right. In the meanwhile, the ADM sahab of Patna Shri. KK Singh came from behind and dragged the youth away grabbing his hair and started lading lathis on the youth brutally. ADM sahab damaged the ear of the youth with his superhuman strikes and also during his the show of heroics by making multiple strikes on the youth he forgot his duty to respect the National Flag and also hit the National flag during the show of power. ADM sahab also pushed media persons during the incident. Present at the spot the TET Association president Amit Vikram told the media that there was no incident which was unlawful from the side of protestors and no act was done from the members of protest to incite violence.

What has happened is just Blatant Abuse of Power and Absolute disrespect towards National Flag. 

Prayer: I seek from you to sign this petition uphold the Justice for the following:

1. Dismissal of ADM KK Singh for his blatant abuse of power by harassing the youth and abusing the integrity of National Flag.
2. Ask the government to start criminal proceedings against the ADM for his unlawful act and dishonour to National flag, holding him liable under s.320, 322, 325 of IPC for causing grievous hurt and s. 2 of The Prevention of Insults to National Honours Act, 1971 for disrespecting and trampling National flag.
3. Asking the Honourable High Court of Patna or the Supreme Court of India to take up the matter and uphold Justice by giving relief to the youth and his family members and Protect the integrity of the National Flag.

1. To uphold the Honour of National Flag of India and uphold the symbol of aspirations of the people and
2. As a significance to show that the sovereignty of this country lies in the people of India and not the bodies of state. As, the constitution starts with its preamble "WE THE PEOPLE OF INDIA".
3. If the this petition succeeds then we can come together and fight against this abuse of power and if we lose then we will have to suffer in the Jungle Raj until someone from us gets become the victim of this abuse or our children suffer.
