Save Shanghai River Bend Park/ the Levee

The Issue

Shanghai Bend River Park is a beautiful piece of nature that has been somewhat preserved by the California Fish and Game Commission sence 1991 until the land was transfered to the ownership of Sutter County in 2023. This park consists of many walking paths, direct acsess to the Feather River, and a once thriving wildlife population. When the neighborhood sorrounding this area was originally constructed people loved it and utilized the area as a place of adventure and an opportunity for outdoor activity. However, in the last decade there has been a substantial homeless population living inside this supposidly pretected area.  These people are not just living in the protection of the trees, they leave massive amount of trash to rot into the earth along with human excerment. On top of that many of these homeless people have extremely territorial dogs that people must be extremely cautious of. In August of 2025, many if not all of these people were cleared out and asked to not come back, because it is illegal to camp in a State Wildlife Area unless granted a permit.  In the time that the homeless population have been gone, there has been a large influx of locals using the park for its intended purpose such as biking, jogging, walking pets, fishing, or just enjoying the beauty of the river.  But, as time goes by the homeless population has begun to "move back in" to this beloved area. There needs to be people checking Shanghai Bend River Park regularly to ensure it remains a safe, postive space that the community can continue to rebuild.
