Save Port San Luis. Stop The Offshore Wind Energy Operation & Maintenance Project.

The Issue

During the Port San Luis Harbor Commission meeting held on Dec. 9th, 2025, it was announced that Clean Energy Terminals (CET) has terminated their agreement with the Commission to complete a feasibility study to construct an offshore wind energy operations and maintenance terminal at Port San Luis. If the project was determined to be feasible CET would most likely be awarded the contract to construct the terminal. CET was to receive $1.9 million of the California Energy Commission's grant money made available through the State’s Offshore Wind Waterfront Facility Improvement Grant Program.

CET's CEO, Brian Sabina stated the reason for terminating the agreement was due to "unprecedented uncertainties caused by changes in federal policy and changes in clean energy industry conditions".

The federal government has recently paused most OSW projects on the East Coast and canceled most of the federal subsidies that have been propping up the industry since it first began.

As Warren Buffet has stated: “I will do anything that is basically covered by the law to reduce Berkshire’s tax rate.”  "For example, on wind energy, we get a tax credit if we build a lot of wind farms. That’s the only reason to build them. They don’t make sense without the tax credit.”

The evidence clearly shows that offshore wind energy is too expensive and inadequate  to be a viable way to meet our electricity needs now and in the future.

Many people are under the impression that this project is no longer being consider since the federal government is no longer subsidizing OSW related projects. Unfortunately this is not the case in California. The state is continuing to push their OSW agenda expecting us taxpayers to foot the bill. 

California has been in the process of spending millions of dollars of “taxpayer” funds to invest in the assessment, planning, design, and construction of waterfront facilities that can support the deployment and long-term operations of offshore wind projects in California. The proposed Port San Luis O&M Terminal is poised to be the first O&M facility constructed and operating in California, with access to electrical grid transmission capacity. The O&M terminal could be utilized by multiple wind projects located in federal waters off California’s Central Coast.

The PSL Harbor District includes Avila Beach, Pismo Beach, Arroyo Grande, Grover Beach, Oceano, Nipomo, and parts of San Luis Obispo and Santa Maria.  If you live in any of these districts look on the Port San Luis website to see who your commissioner is. Contact them and let them know you don't want Port San Luis to have anything to do with wind farms on the Central Coast.

The plan to turn Port San Luis Harbor into an industrial Operations & Maintenance facility that supports an inadequate technology such as Offshore Wind Energy makes no sense. This type of development is not only bad for Port San Luis, it is bad for the United States as a whole. We need to let the Port San Luis commissioners and staff know that we the people, the real “Stakeholders” are fully opposed to this project or any project that involves offshore wind development.
