Let’s start with this: NO MORE NEW TAXES.
It feels like here we are again. Once more, residents are being left out of the process—asked to react only after major plans are already well underway. Until our elected representatives remember that their job is to represent their constituents—not personal or political agendas—we will continue doing what they won’t: keeping our neighbors informed.
What’s Being Proposed
In September 2025, we first learned—through an item in the local newspaper—that plans were already in motion for a new three-story library, civic center, police station, City Hall parking structure, and related facilities, with an estimated cost of $200 million.
No community announcement.
No mailers.
No social media outreach.
No notice in water bills or city communications.
This massive complex is proposed in the Village area, directly across from the 3–4 story Vision Plan development that many residents strongly opposed.
At the time, it was reported they wanted “community input.” Sound familiar? Once again, residents are hearing about it after the plans were made.
Even now, information about this proposal is buried in required legal notices in the local paper. It has not been clearly shared by the City—or by FROG—despite staff reports showing City leadership was well aware of the project.
Why You’re Hearing About It Now
They FROG (Facilities Restructuring of Glendora) is now required to “share” the plan—because they want property owners to pay for it.
This proposal is a special parcel tax bond measure. Before it can be placed on the ballot, signatures must be collected. That process finally allows residents to see the proposal in writing, rather than having concerns dismissed later as “misinformation.”
Who Is Leading This?
According to the FROG website (glendora2026.com), leadership includes:
Chair: Gary Boyer
Former Glendora City Councilmember (2015–2024)
Voted in favor of the Vision Plan Did not seek re-election
Licensed realtor active in the Village (Southland Properties)
This effort is described as a citizen-led initiative. However, its leadership and attendees have recent and current direct access to City information, staff, and contacts that average residents do not. It's been seen that our Asst City Manager M. Lopez who spoke of this project at a council meeting, and councilman Mendel Thompson have been present at meetings for this. This is important, citizen led initiatives require a simple majority 50% +1 compared to 2/3rds 66.7% for a city placed measure. You decide how much this or has been truly initiated and only citizen led.
The Tax — Just the Facts
This is a special parcel tax, separate from Prop 13 protections.
Single-family homes:
$0.19 per square foot of buildings and structures
Example:
2,000 sq. ft. home + 500 sq. ft. garage = $475 more per year
Five units or more & commercial properties:
$0.27 per square foot This tax funds buildings only (not roads, infrastructure, or services)
Additional concerns:
The tax increases 2% every yearIt is a permanent (forever) tax
No exemptions for seniors or low-income residents—unlike many similar bond measures
These costs will be passed on through higher rents, higher prices at local businesses, and increased pressure on families already struggling with the impacts of COVID, inflation, tariffs, and rising everyday costs.
Residents are expected to live within their budgets—or do without. The City should be held to the same standard.

The Real Question
Will the City Council advocate for the residents who elected them—or continue advancing their own agendas, as they did with the Vision Plan and the recent mayoral transition?
