Save Our Illinois Parks. Oppose House Bill 1429.
The Issue
We, the residents of Illinois living in the vicinity of local parks, are opposed to HB-1429 and urge all state representatives to vote NO on House Bill 1429. As of today, we understand this bill has been heard in the Housing Committee and is moving toward a floor vote.
While we empathize with the challenges facing the unhoused population, HB-1429—specifically the "Local Regulation of Unsheltered Homelessness Act"—strips villages of their "home rule" authority to maintain the safety and primary function of our public parks. We oppose this legislation for the following critical reasons:
- Infringement on Local Governance: This bill effectively prevents our local municipality from enforcing ordinances against "life-sustaining activities" such as camping and sleeping in public spaces. We believe local leaders, not the state, are best positioned to manage their local land use.
- Safety and Accessibility: Our parks are community assets designed for recreation and children’s activities. Decriminalizing encampments in these areas creates significant public health and safety concerns, as seen in cities like Seattle and Portland.
- Economic Impact on Homeowners: Many of us purchased our homes specifically for their proximity to well-maintained parks. HB-1429 threatens home values by turning "park-front" premiums into liabilities.
