​Petition to Perth & Kinross Council
​The Issue: The Council wants to replace our local Barrowman (Billy) and Toilet Attendants with "roving teams" and machines.
​Why Machines & Roving Teams Fail:
​Inefficient: Large mechanical cleaners are not energy efficient and can't reach the tight corners of our historic streets.
​Not Present: A "roving team" is rarely here when needed. A local Barrowman is on-site daily to handle issues instantly.
​No Human Touch: Machines can't help an elderly resident or spot a safety issue like a local worker can.
​Our Demand: Keep our dedicated, local staff in the 2026/27 budget!

Billy has worked in the village for 65weeks now making a huge difference to the village, you only have to look at all the positive comments on the dunkeld and birnam community Facebook page.
