Save low cost Spay/Neuter programs

The Issue

The Kentucky Board of Veterinary Examiners have created new regulations that will place unreasonable and burdensome liablities on veterinarians who are volunteering their time to work with low cost spay/neuter programs. While some of the new regulations are warranted, such as inspection of facilities to guarantee a safe and healthy work environment, the regulation asking a veterinary manager to provide their license as an umbrella for all services provided is problematic. To date, we know of one low cost spay/neuter program that has been forced to close as a result of this specific regulation, and our understanding is many more will follow. This is a devestating outcome that reduces the availablilty for low income pet owners to recieve spay/neuter options and will likely result in more abandoned and surrended animals. It will also place a strain on already overburdened shelters and rescues. With an already high euthanasia rate in shelters, this new regulation will drastically increase euthanasia rates of healthy animals. I strongly urge the KVME to consider reworking the language of the regulation 201 KAR 16:767 to exclude the need for a designated veterinary manager. We are exceedingly grateful for the generosity and community mindedness of the veterinarians that perform surgeries at these low cost clinics. Most have full time practices and simply cannot risk having their license used, as currently required in these new regulations. The regulations will go into effect June 1, 2025. We strongly encouragae those agreeing with our concerns to sign the petition to respectfully ask the KVME to revist 201 KAR 16:767.
