Save "Little Guy" Pitbull dog returned to abusive owner by SA ACS from a life on chain

The Issue

Little Guy spent his life chained outside (see intake photo), but he was reportedly "found as a stray" by Animal Control. He was understandably terrified getting brought into San Antonio Shelter on a catch pole and suffered an injure to his mouth, in fact you can see the swelling, an abscess around his mouth. He stayed at San Antonio ACS for around two weeks and once past his stray hold, he was added to the possible "list" for euthanasia and risked his life every time space was needed as San Antonio ACS is one of the highest kills shelters of the whole USA.

He was understandably terrified getting brought into San Antonio Shelter on a catch pole and suffered an injure to his mouth, in fact in the following pics you can see swelling, an abscess around his mouth.

Little Guy is around three years old and weights 67 lbs.

It was clear to the volunteers from the start that this dog hasn't had a fair hand in life for his trust issues and his running away scared to be beaten. Whoever his owner was (and still is because he was returned) never shown him any kindness and treated him like trash.

Look at his sad eyes in this picture:

Despite his fear, the amazing volunteers took time to earn his trust and he slowly started to open up and even jumped on the bench to be closer to a volunteer and accepted pets! He was great on leash and very polite to other dogs. He loves affection, treats and playing fetch. He is a very sweet creature despite everything he's been through and he deserves a loving home with a family that adores and spoils him.

After learning that not all the people are bad as his owner, after learning what love and affection is, San Antonio ACS decided to return him to his previous owner condemining him to a life on chain without any positive human interaction.

I want to remember you all (or let you know in case you don't), that the SAFE OUTDOORS ACT, also known as Senate Bill 5 signed by Gov. Greg Abbott, bans the use of chains and elimintates the 24h rule that previously barred law enforcement from intervening if an animal was observed in "inhumane" and "illegal" conditions.

This is his SAPA post where you can clearly read: "RETURNED TO OWNER": SAPA Urgents & Adoptables

I'm writing this petition to demand the following actions are done:

  1. First of all Little Guy must to be confiscated ASAP from this property.
  2. In conjunction to the first Little Guy must be taken care of by a non-profit trustable animal rescue. Please, if you are a rescue located in Texas and want to help Little Guy, not only sign and share this petition but also reach out to the local authorities and to the people that should care about animal abuse because are voted and don't do anything regarding animal cruelty crimes.
  3. Little Guy's morally and legally questionable owner must get a lawsuit, be arrested and never get the possibility to own an animal again no matter the state he/she is in.
  4. San Antonio ACS must STOP returning animals to abusive owners especially when it is so clear that they're kept outside on a chain 24 hours seven days a week.
  5. It fundamental that Little Guy (or any other dog in similar contidions) doesn't end up again at high kill San Antonio ACS and that a legit rescue saves him from a situation of abusive.
  6. Stricter laws to protect our furry friends because the SAFE OUTDOORS ACT is far from being enough and prison for animal abusers and killers.
