Lilo cannot tell us when she is thirsty.

She cannot call for help when she's scared.

She cannot choose to leave when the conditions around her become unsafe.

She has only the people willing to speak on her behalf.

For weeks, concerned citizens have documented and reported conditions that have raised serious concerns about Lilo's welfare. Photos and videos have shown situations that many believe warrant immediate attention, including concerns about access to water, exposure to extreme weather, confinement, and overall living conditions. These concerns have been reported to the appropriate authorities multiple times by members of the community.

Despite those reports, many citizens believe meaningful intervention has not occurred.

We are asking that Georgia's animal welfare laws and local ordinances be applied fairly, thoroughly, and consistently. Every report of potential neglect deserves a complete investigation, and every animal deserves protection when their basic needs may not be met.

We respectfully ask the appropriate authorities to:

Conduct a thorough and impartial investigation into Lilo's welfare.

Enforce all applicable Georgia laws and local ordinances concerning animal care.

Take lawful action against the abuse, illegal, and inhumane treatment of Lilo. 

Animals rely entirely on humans for their care. When members of a community repeatedly raise concerns about an animal's well-being, those concerns deserve to be heard and carefully investigated.

Lilo's story has touched the hearts of countless people because it reminds us that compassion is measured not by what we say, but by what we do.

Hope that Lilo will receive the care every dog deserves.

Hope that our laws will be enforced fairly.

Hope that no animal will have to wait for help when help is available.
