The Issue
Kingman's water source is not the Colorado River. It is a large underground aquifer. In recent years, increased farm operations have begun drilling wells and using our water source. There are currently 182 such high-volume wells and only 11 of them are operated by the city of Kingman. These operations are international and out-of-state corporate entities that are exploiting our valuable water.
The Arizona Department of Water Resources (ADWR) is holding a hearing for a solution to this problem called an Irrigation Non-Expansion Area (INA). It's not a perfect solution and is a compromise. The INA would limit any further expansion of these high-volume wells and corporate farming. It would grandfather in the existing farm operations. There is good reason to believe that this may be the only solution to this problem and we only get one shot at it. Efforts to introduce legislation at the state level have failed over the years and are unlikely to be resurrected. The INA has the unanimous support of the Kingman City Council and staff.
