A recent consultation response from Historic England to Westminster's planners states that the development "could cause harm to post-medieval structural remains and possibly also pre-historic remains."

As a result, Historic England state that a two-stage archaeologic survey should be taken prior to development of the site.

They say that a field study is needed because the site is located within a Tier 2 Archaeological Priority Area which was drained from marshland for agricultural use before 1825 when the ground level was raised considerably and developed.

Historic England say that no demolition or development should take place at Stage 1 of the survey until a written scheme of investigation has been submitted and approved by the planners. If heritage assets are found, it will be necessary for a Stage 2 plan which preserves these assets and any artefacts  to be approved by the planners before any demolition or development work is begun.

The consultation response confirms that the conservation of archaeological assets is a material consideration of the London Plan.
