The Central Park Neighborhood (Dakota Ave.-May Ave.-Leonard St.) and the surrounding community strongly oppose the rezoning of three residential parcels (005-251-06, 005-251-07, and 005-251-08 located at 111, 113, 115, and 119 Leonard St., yellow box in the image above) from Low Density Multiple Residential (RL) to Mixed Use Visitor High Density (MU-VH) as proposed in the "Mixed-use Districts on Ocean Street" map in the City-wide Objective Standards for Multifamily Housing Proposal

According to the 2030 General Plan, Mixed-use Visitor Commercial designations “may be applied to sites along the Ocean Street corridor, as well as sites within 1,000 feet of Ocean Street’s centerline and which front on Water Street, Soquel Avenue, May Avenue, or Broadway.” All of the parcels in question front Leonard Street and therefore do NOT appear to meet the established criteria for Mixed-use Visitor Commercial designations as outlined in the General Plan.

Furthermore, these three residential properties are the cornerstone of our small, stable, and vibrant but vulnerable pocket neighborhood. In accordance with the 2030 General Plan and Ocean Street Area Plan, neighborhood compatibility in scale and in character is a key value. Therefore, we also request that the City honors the zoning and height restrictions (i.e., 1 story minimum, 3 story maximum) for all parcels adjacent to the Central Park Neighborhood as specified in the Ocean Street Area Plan.  

Radical decisions on rezoning have been made that drastically impact our neighborhood without any notification to our residents. Our diverse and tight knit community of families, children, elders, students, renters all respectfully request that the City remove these three parcels from consideration and maintain them in their current form, which is similar in character and scale to the rest of the Central Park Neighborhood.
